42-Inch Downriver Transmission Main Loop - Specifications Document

This is a comprehensive specification document issued by the Great Lakes Water Authority (GLWA) for the 42-Inch Downriver Transmission Main Loop project located in Michigan. The project involves the installation of approximately 20,800 linear feet of 42-inch water transmission mains, including approximately 2,415 linear feet to be installed using trenchless technology methods. Additional work includes construction of a concrete structure and associated water main for the City of Taylor Meter Pit; modification of existing meter pits in Trenton (TN-01 and TN-03); demolition of the Electric Avenue Water Storage Tanks; installation of vaults for various valves and appurtenances; traffic control; pavement restoration; and comprehensive flushing, cleaning, pressure testing, and disinfection of the pipeline. The specifications are divided into multiple divisions covering general requirements, existing conditions, concrete work, metals, fiberglass reinforced plastics, thermal and moisture protection, and finishes. The document establishes performance standards, material requirements, quality assurance procedures, and detailed execution protocols to ensure the completed transmission main loop provides redundant water service to GLWA customers currently served by a single non-looped transmission main.

The contractor must demonstrate compliance with extensive regulatory requirements including EGLE permits (Part 399 and Part 301), NPDES storm water regulations, soil erosion and sedimentation control standards, and federal, state, and local health and safety laws. The contractor is responsible for all permit fees, site mobilization and demobilization, temporary utilities and facilities, erosion and sediment controls, traffic control, and project coordination. The specifications require approval of mix designs, detailed submittals, third-party testing and inspection services, and adherence to strict quality control protocols including concrete compression testing, adhesion testing, holiday detection, and dry film thickness surveys for all coating systems. The contract includes multiple allowances for unforeseen conditions, provisional work, landscape repair, steel piping weld inspection, and irrigation system repair, with final payment contingent upon completion of all closeout requirements including final cleaning, asset turnover forms, project record documents, and warranted performance for one year from substantial completion.
