RFP: CBP Kitchenette Renovation

The purpose of this Amendment (A002) is to update the Statement of Work (SOW) to reflect changes and updates uncovered during the site visit and update the SF1442 to include the CLIN pricing sheet to remove an administrative error. In addition, this Amendment includes responses to the Requests for Information (RFIs), resulting from the site visit.

STATEMENT OF WORK

Pacific Highway Land Port of Entry Cargo Kitchenette and Passenger Processing

Kitchenette Renovation

DESCRIPTION: The finishes in the kitchenettes located in the Cargo Building and the Passenger Processing Building are in poor condition from heavy use and activities inherent in a facility with law enforcement type operations. The kitchenettes need to be upgraded to commercial use with commercial grade materials.

This work will include installation of new cabinets, one piece countertops with backsplash, stove top, slide in range (oven and stove), garbage disposal, sink, faucet, and backsplash with some minor wall patch and painting and floor repair.

PROJECT NUMBER: Passenger Kitchenette – N1000944 Cargo Kitchenette – N1090349

LOCATION: Pacific Northwest LPOE Pacific HIWAY Border ST Blaine, WA 98230

SCOPE: The kitchenettes at the Passenger Processing Building and Cargo Building require installation of new cabinets, one piece countertops with backsplash, backsplash, sink, garbage disposal, slide in range(oven and stove) and faucet some minor painting and floor patch. The requirements include but may not be limited to the following:

Passenger Processing Building

1) Provide submittals for all commercial grade materials; one piece counter tops with backsplash, cabinetry to include hardware, stove top, slide in range (oven and stove), ventless hood, sink, faucet, garbage disposal and instant hot for approval by the government prior to installation (counter tops examples but not limited to, concrete, corian, stainless steel etc)

2) Provide submittals for cove base, backsplash, and paint for approval by the government prior to installation.

3) Provide Indoor Air Quality Management plan. Contractor to advise the government of need to modify operation of the HVAC system for flush out, etc.

4) Demo cabinets, countertops, stove top, backsplash, sink, garbage disposal and faucet and recycle to greatest extent practicable.

5) Remove screws and mounting hardware from the walls. Patch all holes, gouges or other damage in the walls to provide a Level 4 drywall finish ready for paint. Apply caulking at trim and frames and apply appropriate fillers as required.

6) Furnish and install commercial grade cabinets, one piece countertops with backsplash, stove top slide in range(oven and stove top), backsplash, sink and faucet (counter tops examples but not limited to, concrete, corian, stainless steel, etc) (stainless steel appliances) Cabinetry will be modified slightly from original installation to accommodate a 36 inch refrigerator provided by client at a later date

7) Fill, patch walls where needed to prepare surfaces for paint coatings after cabinets, countertops and backsplash have been installed. Apply caulking or other fillers as required.

GENERAL:

Parking for contractors and vehicle access to the building will be as directed by the Customs and Border

Patrol (CBP).

Pacific Highway LPOE is a 24 hour 7 day a week operation. Work will need to be coordinated with the Point of Contact prior to scheduled start. Work will take place after hours between 8:00 pm and 5:00 am.

Period of performance is 60 calendar days after Notice to Proceed.

Preparation of pricing. The Contractor shall provide a breakdown of the pricing and all options in Construction Specifier’s Institute (CSI) Master format, a minimum of three levels down. Each kitchenette price proposal will be broken out per Passenger Processing and Cargo Building.

All documentation and electronic data and information collected by the Contractor and entered into or generated in support of this task order shall be considered Government property, and shall be returned to the Government with the close out documents at the end of the project.

Contractor shall have access to Sensitive but Unclassified (SBU) information related to building layout and building systems. Contractor shall safeguard this information and will only disclose to third parties as necessary for the execution of this scope of work. Contractor is responsible for destroying all SBU information upon completion of the contract.

Meetings:

The Contractor will be required to attend a post-award teleconference and an onsite Kickoff meeting the day construction begins. All further meetings will be via conference calls.

Inspections:

At least two (2) work days prior to completion of construction, the contractor representative shall submit request for a walk through inspection with the COR to identify any "punch list" items, items requiring repairs or alterations necessary to meet the quality required under the contract. The on-site contractor representative/superintendent will inspect quality of work and identify discrepancies prior to requesting an inspection with the COR. If any "punch list" items are identified, the contractor shall submit a plan and schedule of corrections to the COR.

APPLICABLE REGULATIONS, CODES, MANUALS, ETC. The contractor shall perform the work in accordance with the following:

Code and Design Standards: The Contractor is responsible to secure all required permits, certifications and for insuring compliance with federal, state, and local codes and design standards, latest editions, including, but not limited to the following:

1. International Building Code (IBC, International Code Council)

2. National Electrical Code, NFPA 70 (National Fire Protection Association) and NFPA 101.

3. Occupational Safety and Health Administration (OSHA) Code of Federal Regulations Part 1910 and

Part 1926.

4. National Fire Protection Association Standards NFPA 914, 241 and 51B

5. ANSI C12.20, Class 0.5

The Contractor shall accomplish all work in accordance with Federal, State, and local regulations and codes. The Contractor is responsible for insuring compliance to national, federal, state, and local codes and design standards as referenced in this document.

SUBMITTALS:

Submittal Register

Equipment and material data sheets. Digital copies of all reviewed material data sheets and MSDS shall be submitted as a package within 10 business days of substantial completion.

Schedule of Values

Critical Path Method (CPM) Schedule. Contractor shall submit a proposed, integrated, CPM, project schedule in Microsoft Project. The schedule shall show all activities necessary to complete the work.

Project directory/Key Personnel. Submit a list identifying all participants, affiliation, title, address, telephone number, cell phone number, fax number, email address, and clearance status.

Safety Plan. Submit a safety plan stating how contractor will ensure the safety of employees and CPB staff along with protection of property.

Work Plan. Describe approach to the work, sequencing, protection of existing features and government property, dust control measures and protection of HVAC register from dust and debris intrusion.

Provide Indoor Air Quality Management plan. Contractor to advise the government of need to modify operation of the HVAC system for flush out, etc.

Close out submittals / requirements:

Release of claims. One (1) electronic copy submitted with the final payment request.

Final payment request. Shall be submitted with an updated Schedule of Values (SOV) within 30 days of substantial completion.

Provide as-builts and O&M documents including paint color codes, flooring information, counter surface product identification, and warranties along with product information. Provide two hardcopies and an electronic version.
