About this file
This is a demolition special conditions document prepared by the City of Jackson, Michigan's Neighborhood & Economic Operations Department for the solicitation of bids on the demolition of a 440-square-foot garage located at 109 E. Mason Street (Parcel Number 5-020800000). The project encompasses comprehensive site restoration including hazardous materials abatement in accordance with MIOSHA and DEQ regulations, removal of one curb cut and entry approach (15 linear feet), installation of 28 linear feet of curb and gutter with potential road asphalt repair, replacement of 20 linear feet of cracked and broken public sidewalks, and full site regrading with topsoil and seeding. The request for quotation was issued on December 9, 2025, with bids due by December 17, 2025, at 10:00 AM. The project completion deadline is January 16, 2026, with a winter work extension allowance to April 27, 2026. Additional scope includes removal of trees, brush, and chain link fencing from the north, east, and western portions of the property, removal of vegetation and low-hanging branches up to 12 feet from grade, elimination of a large rock in the right-of-way area, and confirmation that neighboring water and sewer services remain operational upon project conclusion.
The contract requires contractors to submit a lump-sum bid with separate line items for demolition, greening costs, and potential asbestos abatement, and to maintain comprehensive general liability insurance of $1,000,000 per occurrence and worker's compensation coverage. The project is funded through Community Development Block Grant (CDBG) resources and includes compliance requirements for Section 3 employment opportunities for low- and very low-income persons, Davis-Bacon Act labor standards, equal employment opportunity standards, and set-asides for small and minority-owned businesses and women's business enterprises. Pre-demolition compliance survey assessment documentation has been provided to contractors to identify and address hazardous materials prior to work commencement.
