The system provides audiologists complete control of reinforcement stimulus and offers various video options including cartoons, animals, and toys with or without animated lights. Objections to this sole source procurement must be submitted by January 28, 2025 at 11:00 a.m. CST, with final comments accepted until February 5, 2025 at 11:00 a.m. CST.
The estimated cost of the system is $7,775.00, to be supplied by e3 Diagnostics of Arlington Heights, Illinois, who is claimed to be the sole source sales and service agent in the United States for the Flex VRA system and accessories. JSU's Department of Communicative Disorders and Office of Purchasing and Travel conducted market research and determined no other vendors or comparable products exist. If objections prove the item is not sole source, JSU will withdraw the request and submit the procurement to competitive bidding.

Notice of Proposed Sole Source Purchase SSP25-08 RFx 3150006083
Jackson State University anticipates purchasing the item listed below as a sole source purchase. Anyone objecting to this purchase shall follow the procedures outlined below.
Product Overview:
Flex VRA is the first and only visual reinforcement audiometry system that provides the audiologist complete control of the reinforcement stimulus. Utilizing a wide variety of video sources, Flex VRA is designed to be the most engaging and kid-friendly VRA system available. Audiologists can choose from cartoon, animal and toy (with or without animated lights) as well as their own user-uploaded VRA content.
Explanation of need to be fulfilled by this item, how it is unique from all other options, and why it is the only one that can meet the specific needs of the department:
This is the first and only visual reinforcement audiometry system that provides the audiologist complete control of the reinforcement stimulus. We researched the product and determined that e3 Diagnostics is the only distributor of the product. We were unable to compare prices because the product is only distributed in the United States by e3 Diagnostics. However, we researched other commodities, but we didn't find any other commodities comparable to this one.
Name of company selling the item and why that source is the only possible source that can provide:
e3 Diagnostics, 3333 N Kennicott Ave., Arlington Heights Illinois 60004 is the company selling this item. e3 Diagnostics (and all DBA's under e3 Diagnostics including e3 Med- Acoustics) is the sole source sales and service agent in the United States for the Flex Visual Reinforcement Audiometry System and accessories.
Estimated cost of item and explanation of why the amount to be expended is considered reasonable:
This product has an estimated cost of $7,775.00. The University was unable to compare prices because the product is only manufactured by one company, e3 Diagnostics (and all http://www.jsums.edu/
DBA's under e3 Diagnostics including e3 Med-Acoustics). However, we researched other commodities, but we didn't find any other commodities comparable to this one.
Explanation of the efforts taken by the department to determine that this is the only source and efforts used to obtain the best possible price:
1. With departmental need at front of mind, faculty researched the marketplace and found that this equipment is the only product available that will adequately meet the needs for the University’s Department of Communicative Disorders.
2. Office of Purchasing and Travel searched DFA for item and vendor to no avail. Also searched web for alternate vendors to no avail as all listings of the product linked to e3 Diagnostics as the primary source/vendor for the Flex VRA system.
Comments and objections will be received as required per Section 31-7-13 (C) of the Mississippi Code until 11:00 a.m. CST on February 5, 2025. Any person or entity that objects and proposes that the commodity listed is not sole source and can be provided by another person or entity shall submit written notice by 11:00 a.m. CST on January 28, 2025 to:
Kimberly R. Harris, CMPA, MHSA Director of Procurement Services Division of Business and Finance Jackson State University
(601) 979-0978 Office kimberly.r.harris@jsums.edu Subject Line must read “Sole Source Objection”
The notice shall contain a detailed explanation of why the commodity is not a sole source procurement. Subject line must read: “Sole Source Objection JSU SSP25-08.” Appropriate documentation shall also be submitted if applicable.
