b. As the service times for this program are 8:00 a.m. to 5:00 p.m, Monday through Friday (as specified on page 7), will the Department reconsider the notification timeframe and allow up to five business days to notify the Department of personnel shifts? Twenty-four hours would be difficult for a non-residential program that is not always “open.”

a. Can the Department confirm if payment is based on the number of youth served per month at a flat rate, cost reimbursement, or some other calculation?
Answer #27 A Respondent’s awarded contract will be a cost reimbursement contract.
Question #28 On page 15, in the Performance Measures section, the RFP states that “One hundred
(100%) of eligible youth will receive a PAT assessment within seven calendar days of admission to the program.”
a. This is the only reference to the PAT in this RFP. Can the Department clarify its expectations of the Provider regarding PAT administration?
Answer #28 All awarded contracts will have the requirement of completing the DJJ Prevention Assessment Tool on each newly admitted youth to their program.
Question #29 On page 24, the RFP states that “The Department anticipates making a single award as a result of this solicitation. The award shall be made to responsive and responsible Respondents.”

b. If you are only making one award for $150,000, is there a preference from the department on which area of the state services are to be provided?
Answer #29 The Department seeks to award multiple awards up to $150,000.00 annually. The Department references RFP 10834 for types of proposals its seeking for mentoring services.
Question #30 On page 41, there are entire sections of the application that have zero points allotted for scoring. Please confirm this is correct. If so, then are these sections of the application optional?
Answer #30 Yes, introductory statement, service components and budget do not have scores associated with their category. All proposals will be evaluated and scored with the methodology and evaluation criteria for RFP 10834.

Marion County Children's Alliance– Received 10/28/2024
Question #32 We are currently reviewing RFP# 10834, specifically Attachment V (pages 54-55), and have a question regarding the availability of a manualized evidence-based program. On page 55, the Department references Big Brothers Big Sisters and the Adolescent Diversion Project as suggested evidenced based programs.
Upon reviewing the links provided in Attachment V and the program's respective webpages, we were unable to locate a curriculum, program guide, or other implementation materials for these evidence-based programs that are accessible to agencies like ours.
• Should we look to obtain a "manualized" version of these programs directly from their creators?
• If so, is the Department aware if such a version is publicly available, or if it remains proprietary to these organizations, as their respective webpages suggest?
• Could you kindly clarify whether the Department intends for respondents to design their mentoring programs for the purpose of this RFP, based on these program examples, if no manualized curricula exists?
Answer #32 Yes, Respondents should look to obtain a "manualized" version of these programs directly from their creators. Prospective Respondents are highly encouraged to utilize programs rated as Evidence-Based or Promising Practices. Please reference Attachment V.
Levy County Prevention Coalition– Received 10/30/2024
Question #33 Is any priority given to proposals in specific geographic areas?
Answer #33 There is no priority given to proposals in specific geographic areas.
Question #34 Is the minimum amount per youth per month $500 and maximum $1,250?
Answer #34 No, the price per youth shall be a maximum of $1,250.00 per youth. Please see the Addendum 2.
Question #35 If the minimum amount per youth per month is $500, then that would indicate the maximum number of youth that could be served in a single month would be 25 youth (at a $150,000 budget). Is this correct?
a. How will we reflect this amount per youth per month within the grant application/RFP response?
b. We should not propose to serve more than 25 youth per month?
Answer #35 Please see the Addendum 2. The price per youth shall be a maximum of $1,250.00 per youth.
The minimum level of performance shall be calculated by the Respondent’s proposed annual number of youths to be served divided by 12 months of service minus 35 percent of the monthly number of youths to be served (fractions shall be rounded down to the nearest whole number).

Question #38 On p. 11 of the RFP, it states the following:
The minimum level of performance shall be determined by the number of youth served per month. The minimum level of performance shall be calculated by the Respondent’s proposed annual number of youth to be served divided by twelve (12) months of service minus thirty-five (35) percent of the monthly number of youth to be served (fractions shall be rounded down to the nearest whole number). (p. 11)
Can you provide a concrete example of how the minimum number of youth served per month is calculated? For example, if we propose to serve 150 youth per year, what is the minimum number of youth that must be served each month?
