Statement of Work
DS/DSS/OPI
OPI Support by Esri
1. BACKGROUND
The Bureau of Diplomatic Security, Diplomatic Security Service Program office has a requirement to provide software support for the DS Geospatial database. The DS Geospatial database provides geospatial information for DS Directorates and other Bureaus in the Department of State. In order to ensure service, the Contractor will use web-based ArcGIS applications to meet DS objectives. This is a software support and labor related contract maintenance and support ability to monitor network utilization, performance issues, traffic, outages, etc.
2. SCOPE
The current DS Geospatial Team has implemented numerous ArcGIS applications and geographic information system (GIS) workflows to support the needs of DS. The overall requirement for this scope of work is to provide GIS support to maintain existing ArcGIS applications and databases and continue implementation of new geospatial workflows and tools, based on DS priorities. Required areas of support include:
• DS Geospatial Dashboard integration with DS Incident Reporting Tool: The DS Geospatial team has integrated an ArcGIS spatial analysis dashboard with the DS Incident Reporting tool (myDSIR).
Support is required to perform the final deployment of this dashboard, provide user engagement and training, and support minor enhancements based on user feedback and DS priorities.
• DS Spatial Analysis Dashboards: The DS Geospatial team has implemented numerous spatial analysis dashboards that provide situational awareness for specific events, specific DS field offices, and specific topics of interest. Support will include the maintenance, data content updates, and minor enhancements of these existing ArcGIS dashboards, based on user feedback and DS priorities.
Additional dashboards may be configured based on National Special Event needs and DS priorities.
In addition, support will include both on-site and remote support to the Diplomatic Protection
Operations Center (DPOC) during the United Nations General Assembly meeting (UNGA 80) in
New York City in September 2025.
• Places-of-Interest (POI) Reconciliation: Current POI data is duplicated in many databases across
DS and most data sets are out-of-date. DS needs a centralized POI database that can be easily updated by Post staff and shared with DS stakeholders via desktop and browser-based map viewers. Support will include working with the DS POI Geospatial working group to implement a centralized database and data update workflows.
• Advanced Spatial Analytics: As part of the Office for Planning and Innovation (OPI), DS requires the DS Geospatial team to continue pilot projects to evaluate advanced GIS spatial analytics and related emerging technologies (i.e. emerging hot spots, trend analysis, graph analytics (ArcGIS
Knowledge), and the incorporation of AI, real-time data, and mobile apps). Support will include providing demonstrations and recommendations for incorporation into DS workflows. The desired period of performance is one six months.
3. SUMMARY OF REQUIREMENTS
Required Capabilities:
DS Geospatial requires software that includes the Department-wide ArcGIS Enterprise GIS that is currently being managed by M/SS/CfA and optimized by users from several other Bureaus to include INR, OBO and
CSO. This Enterprise platform will allow DS to create visualizations that can be shared to anyone on OpenNet with varying degrees of security as needed for the information. Accessing this software will require acquiring specific licenses that will only be assigned to the DS staff and teams.
The data that is needed to accomplish these goals will be used as a basemap in visualizations, for visual reference in imagery, and to calculate geographic location (geocoding) of existing DS data. These data sets are in the cloud GIS called ArcGIS Online and will require DS staff to have access to ample permissions to accomplish the necessary activities.
Training for the DS Bureau will involve platform instruction for outgoing Regional Security Officers (RSOs) required to attend Virtual RSO In-Service classes on the specific GIS workflows that will help them with data and use of the system. Virtual RSO In-Service occurs three to four times a year.
