Procurement Request/Justification for Brand Name or Equal

Legacy Robotic Pedestal Control System Replacement

The Bureau of Public Affairs Office of Video Services (PA/OVS) proposes to upgrade the robotic pedestal control system for the broadcast control facility at Main State.

PA/OVS seeks to replace legacy components of the existing Telemetrics system as part of an objective to maintain facility consistency of operations. This is to maintain core capabilities for the Bureau’s mission for global broadcast coverage and distribution of

Secretary of State and Department principals open press events. This equipment is mission critical to maintain the Bureau’s existing technical platform.

Rationale for the brand select Telemetrics Robotics System:

The State Department’s broadcast television production facility in the HST building is a unique, state-of-the-art, high-definition digital platform that includes custom-designed equipment integrated for specialized applications. In such a custom-designed facility, inappropriate diversity of brands and models can drive up total cost of ownership (TCO), create system incompatibilities, conflicts, and compromise operations.

These desired components are replacing legacy components and upgrading capabilities of, and adding capacity to, an existing Telemetrics robotics system.

This brand select will maintain and improve the intended design and signal workflow of the OVS facility, enabling the myriad of connections for HD/SDI digital video signals, sync and routing to remain the same, as well as the dimensions for component rack mounting and re-connecting to cables.

Because the existing robotics system was designed and integrated in to a complex facility, PA/OVS needs to replace it with a new robotics system optimized for integration to the current configuration of signal processing and control interfaces that are exclusive to this system.

The proposed Telemetrics system replacement components include upgrades that provide immediately compatible integration and mission-critical technical benefits for operator performance and remote and facility workflow:

o The software includes reFrame™ Automatic Shot Correction technology that secures camera framing of the talent and automatically trims the shot for optimum production values without the operator ever having to actually manipulate the controls.

o The brand select hardware and software studio bundle features all of the camera processing and shading tools that are every bit as comprehensive as the separate camera control units for PA’s Hitachi studio broadcast cameras, Hitachi briefing room cameras, and the new Panasonic PTZ cameras. This multi-manufacturer compatibility allows seamless integration without requiring additional use of separate camera control units (CCU) to give the operator immediate, intuitive, single control panel access reducing errors for high-quality live coverage performance.

o The Telemetrics brand select system includes both operational platforms that will meet all staff preferences for live robotics control - an integrated touch-screen graphical user interface as well as an agile, user definable control knob for more tactile control to enable the operator to maintain camera assignment and shading, live zooms, tilts and pans, and trim camera presets.

o This proposed system includes a high-end processor that supports complex keyframe based-motion paths to improve one of the most basic but important of PA’s production values that are often the most challenging of robotic systems on live open press events – the ability for

“live on air” camera zooms.

Staff require training on functions, features and procedures uniquely specific to each brand of broadcast equipment. The PA broadcast facility has used the

Telemetrics’ brand robotics control system for over 12 years, and staff have extensive expertise in its capabilities and use, including best practices and troubleshooting.

PA/OVS has a significant prior investment in Telemetrics peripheral hardware and equipment systems. The goal of PA/OVS is to maintain a cohesive configuration, making growth and utilization more efficient and thorough.

Place of Delivery:

Delivery will take place at the Office of Video Services, Harry S. Truman Bldg. Main

State, 2201 C Street, NW. Washington, DC 20520-3817, 2nd floor.

Period of Performance:

Delivery to the State Department by 60 days after contract award.

Security Requirements:

There is no security requirement.
