Solicitation Package/Statement of Work

Legacy Robotic Pedestal Control System Replacement

I. Background:

The U.S. Department of State, Bureau of Public Affairs (PA) engages domestic and international media to communicate timely and accurate information with the goal of furthering U.S. foreign policy and national security interests as well as broadening understanding of American values.

Target audiences include global news media organizations and the general public to convey U.S.

foreign policy messages and initiatives. PA employs a wide range of media platforms to fulfill this mission, and broadcast video products and services are core elements of this engagement.

Public Affairs operates a sophisticated digital broadcast television production and transmission facility at Main State that provides the Department with direct broadcast television transmission access to global television services and news organizations to reach audiences across the world.

II. Purpose of Task:

The Bureau of Public Affairs Office of Video Services (PA/OVS) plans to replace the robotic pedestal control system for the broadcast control facility at Main State. PA/OVS seeks to replace legacy components of the existing Telemetrics system that has reached end of life. This is to maintain and increase the capabilities of the Bureau’s mission for global broadcast coverage and distribution of Secretary of State and Department principals open press events.

III. Deliverables/Project Requirements:

This is solicitation is designed for the acquisition of specific components to replace an existing system with matching components to allow for immediate integration and compatibility.

Responding proposed hardware solutions must meet the following hardware, software, commissioning and extended support: (with specific model numbers identified in the proposal)

IV. Selective Factors for Award:

The State Department’s selection for awarding this contract is based on the best demonstration by responding vendors’ proposed hardware, software and support to fulfill all of the deliverables as detailed in the solicitation, specifically the items listed in section III.

There are two primary evaluation factors for consideration – 1). compliance of proposed components and support, and 2). price.

1. Compliance of proposed components

Proposals shall provide detailed product model number and specifications of proposed components to meet the requirements as specified in section III.

2. Vendor Price

Price or cost to the Government is evaluated in every source selection and is a primary evaluation factor in this solicitation, with the Department requiring compliance with the deliverables and selective factors in seeking the most appropriate product at the most advantageous cost. Lowest price proposals not meeting the specified requirements as listed in section III. will not be considered compliant nor qualified for award.

V. Period of Performance: N/A.

VI. Estimated Time of Completion: Purchase and delivery within 60 days of award.

VII. Security Requirements: None

VIII. Place of Delivery:

Delivery will take place at the Office of Video Services, Harry S. Truman Bldg. Main State, 2201 C Street, NW. Washington, DC 20520-3817, 2nd floor.

IX. Contracting Officer's Representative:

Michael J. Murphy will serve as the Contracting Officer's Representative on this task.
