ATTACHMENT 5 - WEB SERVICES SAMPLE TASK
1. Guidelines: This sample task may not necessarily represent the level of detail or the required end product, but is structured to demonstrate the offeror’s technical understanding of requirements, processes and procedures to plan and execute the hosting, technical support and maintenance of Food and Drug Administration (FDA) websites.
2. Background: FDA websites are increasingly becoming center stage when it comes to protecting and advancing public health. With more than 350 Million Hits, 25 TB data transferred, and 6 million visitors per month, the FDA public web site acts as the “front door” to FDA for a substantial portion of the public.
The FDA public web site supports FDA’s mission in communicating to healthcare professionals and the public as effectively as possible. It is the key component in FDA’s Transparency and Open Government efforts. Importantly, the site also provides the public with many opportunities to interact with FDA.
Hosting and support of this critical system requires great care and a high level of technical knowledge and experience be applied to ensure uptime and system integrity.
3. Scope of Sample Task: The primary data center hosting the FDA websites has been destroyed. There is an active health emergency involving a major product recall and it is essential that the websites be operational as quickly as possible so the public can get critical information. You need to restore the websites hosted under this contract as quickly as possible to full functional capacity.
Following are constraints or assumptions:
a. You have been awarded this contract and the environment you are restoring is the one in your proposal.
b. The destruction of the datacenter occurred after hosting transition was complete and you were well into operations and maintenance.
c. Your response is constrained by your proposal in that any procedures, methods, or proposed solutions to this Sample Task must be support by the proposed hosting solution and services.

2) realism of the proposed technical solution, and 3) proposed staffing for the task.
b. For the purpose of responding to this sample task using the background information provided, the offeror shall present the process it would use to restore the websites. Include in the response a list of possible problems that may be encountered in performing this sample task and identify how the offeror would mitigate these problems, paying particular attention to identifying when each system will be functional and each website will be at full capacity. Provide a summary of all resources the offeror would use to meet the requirements of this sample task broken down by man-hours per labor category. Include in the response a description of all oral and/or written communications with Government personnel. 5. Evaluation of the Sample Task: Each offeror will be evaluated on the following four factors. The evaluation results of these factors will contribute to the offeror’s overall Technical evaluation.
a. Factor 1 – Understanding of the Requirement. The offeror will be evaluated on its understanding of the requirement and the methods to keep the Government informed of the project status.
b. Factor 2 – Realism of the Proposed Technical Solution. The offeror will be evaluated on its process to analyze a requirement and propose a technical solution to the problem.
c. Factor 3 – Appropriate Staffing for the Task. The offeror will be evaluated on its ability to demonstrate that the proposed staff, labor categories and man-hours per labor category are appropriate to analyze the requirement and provide a technical solution.
d. Factor 4 – Ability to Restore Websites. The offeror will be evaluated on the proposed plan to restore the websites to full function and capacity in the quickest time possible with the proposed hosting solution.
