About this file

This specification document is for the City of Bartow's SR-570B Phase II SR 60 Utility Relocates project, a municipal construction contract involving the relocation and installation of water and sanitary sewer force main facilities. The project scope encompasses the vertical relocation of approximately 730 lineal feet of 8-inch PVC water main, 970 lineal feet of 10-inch HDPE force main, and 920 lineal feet of 12-inch PVC and HDPE sanitary sewer force main; removal of existing 8-inch water main and 12-inch force main; installation of piping fittings and appurtenances; wet taps and line stops; sodding; and all associated labor, materials, equipment, testing, and permitting. Bidders are required to submit bids on a unit price basis for delineated line items including pipe installation by open cut and directional drilling, fitting quantities, valve installations, and lump sum items for erosion control, traffic maintenance, mobilization, indemnification, insurance, bonding, and trench safety measures. The contract specifies a substantial completion timeline of 90 calendar days and final completion within 120 calendar days from the Notice to Proceed, with liquidated damages assessed at $1,000 per day for failure to achieve substantial completion and $500 per day for failure to achieve final completion. Contractors must provide required bid security, a non-collusion affidavit, proof of Florida contractor licensure, compliance with the Florida Trench Safety Act and OSHA standards, and documentation of drug-free workplace certification and public entity crimes statements.

The contract is structured as a stipulated sum agreement with unit price work components, requiring contractors to complete a comprehensive Schedule of Values and demonstrate compliance with all federal, state, and local regulations including environmental permits and E-Verify employment verification. Progress payments are made monthly at 95 percent of completed work with 5 percent retainage, with retainage potentially reduced to 150 percent of estimated punch list costs upon substantial completion. A Public Construction Bond equal to 100 percent of the contract amount, issued by a surety company rated A-X or better by A.M. Best and authorized to conduct business in Florida, is mandated. The performance and payment bonds must be executed and delivered within 15 days of the Notice of Award. No specific contract price, budget, or incumbent information is disclosed in the specification documents, as pricing is determined through the competitive bidding process based on contractor submissions of unit prices and lump sum costs for the identified work items.
