About this file
This document is a Special Conditions file for a demolition project issued by the Neighborhood & Economic Operations Department of the City of Jackson, Michigan, for a property located at 1004 Greenwood. The project involves comprehensive demolition of a 1,862 sq. ft. residential structure, with specific requirements including hazardous materials abatement in compliance with MIOSHA and DEQ regulations, removal of curbs and sidewalks, utility service termination, and site regrading. The solicitation requests bids for complete property clearance, including removing the house, vegetation, fencing, and installing two Japanese Lilac trees, with the RFQ released on October 7, 2025, and responses due by October 15, 2025, at 10:00 am.
The project appears to be funded through a Community Development Block Grant (CDBG), with potential set-aside provisions for minority and women-owned businesses. Contractors must be prequalified, registered on SAM.gov, and carry comprehensive insurance coverage. The contract includes liquidated damages of $1,000 per calendar day for timeline non-compliance, with bi-weekly payments processed after approval by the Neighborhood and Economic Operations Department. The demolition targets an approximately 0.26-acre parcel with asbestos-containing materials, requiring specialized abatement and restoration services. Bidders must provide lump sum costs for greening, demolition, and asbestos abatement, with the project emphasizing compliance with federal regulations including Section 3 requirements and acts like the Copeland "Anti-Kickback" and Davis-Bacon Act.
