About this file
The document is a Proposal Affidavit from Williamson County Purchasing (Wilco Purchasing) requiring consultants and vendors to certify compliance with specific Texas Government Code provisions for contracts valued at $100,000 or more. The affidavit mandates certifications across five key areas: (1) not boycotting Israel, (2) not conducting business with certain countries and organizations, (3) not boycotting energy companies, (4) not boycotting firearm and ammunition industries, and (5) confirming the company has not been debarred from doing business in Texas.
The document includes provisions for potential interlocal agreements, allowing other agencies to adopt contracts awarded by Williamson County (with exceptions for professional services). Vendors must also certify they have not engaged in collusive bidding practices or price-fixing schemes within the six months prior to the proposal submission. The affidavit applies specifically to companies with ten or more full-time employees and contracts paid wholly or partially from public funds, with specific exemptions for smaller businesses or companies excluded from federal sanctions regimes.
