About this file

This is a Scope of Work document prepared by the Utah Bureau of Forensic Services (UBFS), a division of the Department of Public Safety, for the procurement of Sexual Assault Evidence Collection Kits (SAECKs). The UBFS provides standardized SAECKs designed collaboratively with Sexual Assault Nurse Examiners (SANE), law enforcement, and the Sexual Assault Kit Initiative (SAKI) team. Utah operates as a test-all state, meaning all SAECKs collected (except Restricted Kits) must be submitted to UBFS for DNA testing. The vendor must deliver complete, accurate, uniform, and consistent kits within eight weeks of ordering. The scope of work mandates specific kit components including outer packaging (7"W x 10.5"L x 2.5"D), detailed paper forms for instructions and examinations, multiple collection envelopes for specific evidence types (debris, skin swabs, fingernail swabs, hand swabs, pubic hair combings, vaginal vault swabs, penile/scrotum swabs, oral swabs, pubis to anus swabs, anal swabs, and buccal standards), sterile cotton swabs, tamper-sensitive evidence seals, and disposable face masks. The contract is anticipated to be a single award to the lowest responsive and responsible bidder with a term of five years, and the vendor must guarantee pricing for a minimum of one year.

The procurement is funded through the State of Utah Division of Purchasing and the Department of Public Safety. UBFS will monitor all delivered kits for accuracy and consistency throughout the contract period. The vendor is expected to be receptive to minor adjustments to kit contents and paperwork as needed over the contract duration. The document references Attachment D for exemplars and detailed specifications of kit components and labeling requirements, ensuring that all SAECKs meet the standardized design necessary for forensic nurses and collection facilities to properly collect, preserve, and process sexual assault evidence in compliance with Utah's legislative mandate under HB200 (2017).

Attachment B Scope of Work

1. Introduction The Utah Bureau of Forensic Services (UBFS) provides Sexual Assault Evidence Collection Kits (SAECKs) for the collection and preservation of evidence in sexual assault cases. The SAECKs are specific to Utah and have been designed through a collaborative effort between Sexual Assault Nurse Examiners (SANE), UBFS, law enforcement, and the Sexual Assault Kit Initiative (SAKI) team.

Utah is a test-all state, meaning every SAECK collected (with the exception of Restricted Kits) must be submitted to UBFS for DNA testing. Providing a standardized SAECK to all law enforcement, SANE programs, and collection facilities allows for continuity in training, collecting, preserving, and processing of sexual assault evidence.

1.1 Background

The mission of the Utah Bureau of Forensic Services (UBFS) is to provide a safe and secure environment for the citizens of Utah through the application of forensic services. UBFS has tested sexual assault evidence from the time the laboratory was created in the early 1980s. DNA analysis of this evidence began in the early 1990s and has progressed over the years.

The Utah State Legislature passed HB200 in 2017 which mandates the testing of all SAECKs collected (with the exception of Restricted Kits). UBFS has strategized and improved laboratory processes in order to meet this mandate while decreasing turnaround times. With support from the legislature, the governor’s office, and our public safety partners, Utah SAECKs are being tested accurately and efficiently by UBFS.

1.2 Scope of Work

The vendor will provide complete, accurate, uniform, and consistent SAECKs as needed by UBFS. Forensic nurses and others who collect sexual assault evidence rely on the accuracy and consistency of these kits to aid their collection.

1.3 Kit Components

See 4. Kit Specifications and Attachment D below

2. Compliance UBFS will monitor the SAECKs provided by the vendor for accuracy and consistency.

The SAECKs will be provided to the collecting agencies within eight weeks to ensure the collection of evidence is not delayed.

3. Project Deliverables The vendor will deliver SAECKs within eight weeks of ordering and ensure the security and quality of each order and the accuracy of each SAECK.

If over the period of the contract minor adjustments are needed to the contents of the SAECKs or the paperwork included in each SAECK, it is expected that the vendor will be receptive to these changes.

4. Kit Specifications

A. Kit specifications:
1) The kit outer box size of 7”W x 10.5”L x 2.5”D
2) The box should be labeled as per the exemplar
3) Each kit is to include two (2) or more tamper sensitive evidence security seals for outer box

(UBFS has noted that some of the evidence security seals break easily – it is requested that a secure evidence tape seal similar to 3M clear packing tape be included for sealing the outer box) The tape may have “Evidence Seal – Do Not Tamper” or similar, however should not include “Date/Initials” on the tape
