About this file

This is a Special Provisions document for a resurfacing contract issued by an Orange County, Florida agency. The project involves resurfacing NE 35th Street/NE 60th Court from NE 36th Avenue to SR40 under a lowest bid, technically acceptable procurement method. The scope of work includes milling and/or overlaying existing pavement, constructing side street and driveway aprons, sodding shoulders, and restriping pavement markings. The total contract time is 60 calendar days, including approximately 21 days from substantial completion to project closeout and excluding county-observed holidays. The successful bidder must begin work within 15 calendar days after receiving the Notice to Proceed. Construction shall commence at an existing construction joint approximately 600 feet east of NE 36th Avenue on NE 35th Street and end at an existing construction joint approximately 50 feet north of the SR40 travel lane.

Liquidated damages will be assessed for failure to achieve final completion within the allotted contract time, with daily charges tiered by contract amount. For contracts valued at $299,999 and under, the daily rate is $904; for contracts between $300,000 and $2,000,000, the daily rate is $1,685. The contractor shall submit a construction schedule at the pre-construction conference that includes tentative dates of performance. Additionally, the contractor must maintain existing stormwater drainage patterns, prevent ponding at side road aprons by adjusting asphalt thickness and/or grading shoulders, re-set all survey monuments within the roadway, and provide as-built documentation showing the re-set monuments. No allowances will be provided for increases in the cost of liquid asphalt. No work is permitted during county holidays unless approved by the county with 48 hours' advance notice.
