About this file

This is a Request for Proposals (RFP) issued by the City of Orem, Utah, for engineering services to rehabilitate Orem Well #5 and construct a new well house. The project encompasses five primary tasks: pre-construction assessment, well rehabilitation, design and construction drawings with bid documents, construction management services, and post-construction startup and troubleshooting. Well #5, drilled in the early 1970s with 650 feet of 16-24 inch casing, currently serves nearly 19 square miles and 23,000 service connections as part of the city's ten-well drinking water system. The well requires rehabilitation of its casing, replacement of its natural gas motor and existing pump assembly with electric power, and construction of a new well house with appropriate utility connections. Sealed proposals must be submitted electronically through Bonfire or in person to Trevor Bell, Finance Director, at the City of Orem Finance Department, 56 North State, Orem, Utah 84057, by May 28, 2026, at 3:00 PM. The city reserves the right to contact selected consultants for interviews and may award a contract based on the initial proposal without discussions.

Proposals must not exceed 20 numbered pages and shall include five required sections: approach and scope of work, project team with detailed qualifications and past performance, office location (with preference given to consultants within 50 miles of Orem), detailed project schedule with major deliverables, and a task-based, not-to-exceed fee proposal with itemized hourly rates and staff assignments. Evaluation criteria are weighted as follows: 20 percent for professional qualifications, 20 percent for specialized experience of the project manager and team, 20 percent for past performance on similar projects, 10 percent for maintaining office and full-time personnel within Utah near Orem, 10 percent for capacity to accomplish work within acceptable timeframes, and 20 percent for fair and reasonable fees. The city will first eliminate non-responsive proposals and those lacking substantive provisions, then evaluate remaining proposals. No contract award is obligated, and the city reserves the right to reject any proposal or waive minor irregularities. Questions regarding the RFP should be directed to Reed Price, Public Utilities Director, at (801) 229-7530 or rsprice@orem.gov.

Objective: To understand the condition of Well #5 and determine what will be needed to rehabilitate the casing, construct a new well house, and replace the components.

Activities:

1. Gather original well logs, construction records, past production yields, and past water quality data to understand Well #5's geological characteristics, current state, and production potential.

2. Conduct a CCTV survey of Well #5 casing, screen, and perforations.

3. Coordination with the State of Utah Department of Natural Resources and/or

Environmental Quality, if needed.

4. Determine if any special considerations should be made for all phases of the project.

Task 2 - Well Rehabilitation Process

Objective: Restore Well #5’s hydraulic efficiency and water quality.

Activities:

1. Depending on the diagnosis of Well #5’s condition, employ mechanical and chemical cleaning techniques such as:

● Brushing, swabbing, or hydro-jetting to remove scale and debris.

● Targeted treatment (e.g., acidizing or sequestering agents) to dissolve mineral encrustation if mechanical cleaning is insufficient.

2. Remove and dispose of dislodged sediment from the bottom of the well.

Products:

1. A clean, functional well column.

Task 3 - Design including creation of construction drawings. Includes bid documents and bidding the project.

Objective: The consultant shall provide full architectural and structural design services for a new well house to replace the existing structure as well as connections to the city’s system. The design shall include:

Activities:

1. The structure must meet all current local building, electrical, plumbing, and fire codes.

2. Ensure the wellhead is protected throughout all phases of work.

3. The design must provide adequate space for maintenance access, climate-controlled housing for electrical/SCADA equipment, security features, proper drainage to prevent surface water infiltration, and other site improvements expected for a new well.

4. Recommend new electrical motor, column and pump assembly.

5. Plans for any connections to the city’s water and storm drain infrastructure.

6. The consultant shall provide stamped construction drawings, specifications, and necessary permit applications required for construction.
