About this file

This document is a Notice of Proposed Sole Source Procurement Request for Information (RFI) issued by Salt Lake County, specifically for Alternative Daily Cover (ADC) materials through the Solid Wastes Management division. The RFI seeks to procure a specialized spray-applied slurry mixture from LSC Environmental Products as the sole source vendor, with a notice start date of October 16th, 2025, and comments due by October 23rd, 2025, before 1:00 pm Mountain Time. The proposed procurement is for an alternative daily cover material used in waste management to control vectors, fires, odors, and blowing litter in lieu of traditional soil cover.

The estimated cost for this procurement is $22,990.00, and the material is uniquely approved by the State of Utah's Department of Environmental Quality for compliance with daily cover requirements and regulations. Salt Lake County asserts that no other known products or materials can meet their quality standards for mitigating risks of fire, odor, and erosion. The procurement is being conducted under the sole source justification provisions, which allow for single-vendor purchases when standardization, compatibility, or transition costs make alternative sourcing impractical. Respondents are advised that any submitted documents will be treated as protected records under the Utah Governmental Records and Access Management Act (GRAMA) and will become public records upon contract execution or after two years from the RFI issue date.
