About this file

This is a Statement of Work (SOW) for security system maintenance, repair, and replacement services at three International Boundary and Water Commission (IBWC) Lower Rio Grande Valley facilities: the Mercedes Field Office in Mercedes, Texas; Anzalduas Dam in Mission, Texas; and Retamal Dam southeast of McAllen, Texas. The contractor shall provide all labor, materials, equipment, tools, supervision, software support, and licensing necessary to maintain, troubleshoot, repair, and replace failed components of physical access control systems, closed-circuit television, network video recorders, intrusion detection systems, and the CCURE 9000 security management system. The contractor must respond on-site within eight hours of notification (with remote troubleshooting available when appropriate), maintain 24/7 availability, provide loaner equipment to ensure operational continuity, perform annual inspections with written reports upon request, coordinate annual site surveys for preventative maintenance identification, and ensure all software and firmware remain at supported versions with security patches applied within 30 days of vendor release.

The SOW specifies a comprehensive equipment list of 106 components including firewalls, access cards, sirens, CCTV cameras, network switches, UPS systems, and associated cabling and accessories from manufacturers such as American Dynamics, DSC, Illustra, Kaspersky Lab, and others. All replacements must be compatible with CCURE 9000, American Dynamics Victor, and DSC NEO systems. The contractor must maintain quality control plans addressing preventive maintenance schedules, troubleshooting procedures, and configuration management; provide annual inspection and service reports, troubleshooting and repair logs, updated license inventories, and an initial quality control plan within 30 days of award. All contractor personnel must be U.S. persons with government-issued badges and must comply with Personal Identity Verification procedures. The work is subject to Service Contract Labor Standards, and the solicitation, issued as RFQ No. FY263101005v2, is set aside 100% for small businesses under NAICS 561621 with a size standard of $25.0 million. Site visits are scheduled for June 9-11, 2026, with quotes due June 25, 2026 at 3:00 PM MST.
