About this file

This is a Request for Proposal Guide issued by the City of Columbus, Department of Public Service for professional services related to roadway improvements and multimodal engagement planning. The project, identified as Capital Improvement Project No. 530161-100236 and solicitation RFQ031957, seeks proposals for evaluating select corridors and neighborhood streets throughout Columbus for new designs addressing mobility demands. Services may include traffic analysis, bikeway planning, transit considerations, pedestrian infrastructure, parking analysis, placemaking, and public art, with potential assistance needed for pilot or quick build implementation planning. The proposal deadline is February 12, 2026, at 10:00 A.M. local time, with submissions required electronically through the Bonfire portal at https://columbus.bonfirehub.com/login. Questions regarding the RFP must be submitted to capitalprojects@columbus.gov by January 29, 2026, with responses posted on Bonfire approximately two business days after the question cutoff. No pre-proposal meeting will be held; however, the selected consultant is anticipated to attend a scope meeting approximately two weeks after proposals are due. The RFP is available for download only through the Bonfire portal, and all proposal documents must be submitted electronically with a complete packet required.

ODOT prequalification and certification requirements must be met by the proposing team as a whole, with failure to satisfy these mandatory requirements rendering proposals non-responsive. No MBE/WBE goals apply to this solicitation, and bonds or prevailing wage requirements are not mandated. All offerors, including prime contractors and subcontractors, must be registered vendors with the City and maintain contract compliance by contract execution, with primes responsible for ensuring subcontractor compliance. Notification of any issued addenda will be sent to proposers with active login credentials registered in Columbus Vendor Services; however, proposers are ultimately responsible for verifying addenda on the Bonfire site. Detailed prequalification categories and certification requirements are outlined in Section 3 of the RFP document.
