SUBJECT: FA9401-22-Q-Z001 Request for Quotation – Basic Ordering Agreement for Bird Detection
Radar and Bird/Drone Detection Radar Units and Associated Support Services
Notice to Contractors: The Government reserves the right to cancel this Request for Quotation (RFQ), either before or after the closing date. In the event the Government cancels this RFQ, the Government has no obligation to reimburse Contractors for any costs.
1. This RFQ is being issued in accordance with (IAW) FAR 16.703 and FAR Part 12, under NAICS
334511 (size standard: 1,250 employees). This RFQ is issued under full and open competition; no set-aside has been designated. The Government anticipates establishing multiple Basic Ordering Agreements
(BOAs) with a mix of large and small businesses. This effort shall be completed in accordance with the attached Statement of Work (SOW), dated XX XXX XX. The BOAs will establish a five-year ordering period from the date of BOA issuance. Authorized Ordering Activities (OAs) will be able to solicit separate delivery or task orders that shall not exceed five years from the completion of the ordering period of the BOA.
2. The following items are included as Attachments to this RFQ:
Attachment 1 – Statement of Work (To be attached to the BOA itself upon execution)
Attachment 2 – BOA Provisions
Attachment 3 – Addendum to FAR 52.212-1 Instructions to Offerors—Commercial Items
Attachment 4 – Addendum to FAR 52.212-2 Evaluation Criteria and Basis for Entering into BOA
Attachment 5 – Model BOA and Provisions and Clauses
Attachment 6 – Sample Order CLIN Structure
Attachment 7 – Question and Answer Spreadsheet
3. Your company is invited to submit a quote for this effort. The elements that should be included in the quote package are delineated in Attachment 3. Please note that pricing for the effort is not being requested and will not be evaluated if submitted. Pricing will be established at the order level by the authorized OAs. Evaluation of each package will be conducted in accordance with the procedures outlined in Attachment 4. Agreements will be established with the companies that meet the requirements for technical acceptability.
4. As described in FAR 16.703(a), a BOA is not a contract. The purpose of the BOA is to establish a pool of qualified Contractors in order to reduce administrative costs and expedite procurement of anticipated repetitive requirements. The BOA is neither intended to restrict competition, nor imply that the
Government may place future orders for supplies or services. Contractors are encouraged to review FAR
16.703 for BOA requirements.
5. Any questions regarding this RFQ must be submitted no later than XX XXX 2022 at 12:00 PM MDT using Attachment 7 – Question and Answer Spreadsheet via email to the Contract Specialist, SSgt
Nathaniel Bovell at nathaniel.bovell@us.af.mil, and the Contracting Officer, Leann Lopez at leann.lopez@us.af.mil.
6. Interested companies shall submit one electronic copy of their quote via email on or before the RFQ closing date of XX XXX 2022, 12:00 PM MDT to SSgt Nathaniel Bovell and Leann Lopez. Quotes received after the designated due dates for quotes will not be considered or evaluated for receipt of a
BOA.
