About this file

This is a Request for Qualifications (RFQ-25-0093) issued by the City of Olathe, Kansas, for hazardous material cleanup and disposal services at water and wastewater treatment facilities. The City's Public Works Department, Environmental Services Division, seeks qualified contractors to provide on-call emergency and non-emergency response services for hazardous materials cleanup and disposal at the Olathe Water Treatment Plant, Cedar Creek Wastewater Treatment Plant, Harold Street Wastewater Treatment Plant, and other City facilities. Services include chemical and fuel incident emergency response with 24/7 availability, planned chemical or fuel tank cleaning of fiberglass, HDPE, and carbon steel tanks, and hazardous waste disposal in accordance with state and federal regulations. All personnel must have current HAZWOPER and Confined Space Entry certifications. The RFQ was issued August 15, 2025, with questions due by September 4, 2025 at 5:00 PM CST, qualifications due September 9, 2025 at 10:00 AM CST, potential interviews the week of September 22, 2025, and City Council approval requested for October 2025.

The City intends to establish a list of qualified vendors and may contract with multiple companies, soliciting quotes on a job-by-job basis rather than awarding a single contract. Evaluation criteria include project approach (35 points), firm personnel experience (35 points), quality of similar work (20 points), and overall responsiveness to the RFQ (10 points). Contractors must provide comprehensive insurance coverage including commercial general liability ($1M/$2M), business auto ($500K), workers compensation at statutory limits, professional liability ($1M/$1M), and cyber insurance if applicable ($1M/$1M). The facilities handle various chemicals including aqua ammonia, caustic soda, chlorine dioxide, ferric chloride, and diesel fuel storage tanks throughout the city, requiring specialized cleanup and disposal expertise for both routine maintenance and emergency response situations.
