THE CITY OF OLATHE, KANSAS

1432 WEST IRONWOOD AND GARDEN LEVEL CITY HALL

PROJECT NO. 6-C-042-26

INVITATION FOR REQUEST FOR QUALIFICATIONS

INTRODUCTION

Located in the Kansas City metropolitan area, the city of Olathe, Kansas (“City”) is located approximately 20 miles southwest of downtown Kansas City. Today, Olathe covers an area of approximately 60.5 square miles, with a total future growth area of approximately 90 square miles. With a population of approximately 157,000, Olathe is the second-largest city in Johnson County. For additional information regarding the city of Olathe, please refer to the city of Olathe website at www.olatheks.gov.

The City, in an effort to reduce reliance on leased property, and efficiently use space already owned by the City, is looking to build out the lower level (Garden Level) of City Hall, 100 East Santa Fe, Olathe KS, 66061 and approximately one half of 1432 West Ironwood St, (“Little Ironwood”), Olathe KS 66061. Work desired for 1432 Ironwood, currently warehouse space, includes adding exterior windows, and renovating roughly 1/2 of the warehouse space to provide offices, conference, breakroom, open office and workroom space for approximately 25-30 staff. In the Garden level of City Hall, removal of walls and film on exterior windows will help in opening up the lowest level and creating an inviting space for staff. New carpet, lighting, ceiling tile and support spaces will provide a welcoming environment for approximately 40 staff members.

The City seeks qualification proposals from highly qualified progressive design-build teams interested in providing comprehensive programming, planning, design, and construction services for the renovation of these spaces. The successful team will have highly qualified personnel with extensive experience and expertise, having previously provided full-service programming, planning, design, and construction services for projects of similar scope and purpose as these underutilized spaces. Additionally, the City seeks a design-build team comprised of firms and personnel with proven work experience delivering projects utilizing the design-build delivery method.

The City invites interested and qualified design-build teams desiring to be considered as the Design-Builder for this project to submit a statement of qualifications. Firms considering this request for qualifications are encouraged to thoroughly review this document to familiarize themselves with the instructions, information, procedures, and requirements contained herein. Statements of Qualifications must be prepared and submitted per the criteria and procedures established in this request for qualifications.

BACKGROUND

The City of Olathe, Kansas, prides itself on being a full-service city, a regional leader, and the county seat of Johnson County. The City of Olathe’s Downtown has experienced tremendous growth and change in recent years, adding new multi-family housing, Johnson County Courthouse, Downtown Library, and public spaces. Future plans include a new Farmer’s Market, additional restaurants and commercial spaces to continue the growth and re-energizing of Olathe’s Downtown area. With this growth, the City is looking to move staff back into the Downtown Olathe area.

Currently, approximately seventy staff from the following departments: IT, GIS, Codes, Housing, Events and Administrative work in leased space about 15 minutes north of City Hall, via I 35. There is considerable driving back and forth between downtown and these offsite departments.

Bringing these departments back into the downtown area will eliminate the leasing costs, reduce commuting time between sites, and bring groups back into walkable adjacencies.

City of Olathe, Kansas 3 July 13, 2026

PROJECT GOALS AND BUDGET

This project seeks to provide a safe, pragmatic, aesthetically pleasing, size appropriate, and comparable space that fits within the current portfolio of office space within the City. The City’s total project funding for the renovation of both spaces (combined) is currently established at $1,700,000, including the design and construction of both facilities’ development, bonds, insurance, and design-builder fees.

DESIGN-BUILD DELIVERY METHOD

The City has selected the Design-Build delivery method for the design and construction of this project. This delivery method has been selected in order to achieve the following objectives:

1. To bring together design and construction firms with proven design-build experience as well as the design and construction experience and expertise required for this project to work in a collaborative, team-oriented environment to achieve the City’s goals for the project successfully.

2. To accelerate the planning, design, and construction processes in order to meet the City’s schedule requirement for owner occupancy.

3. To utilize the expertise and resources of the entire design and construction team during the planning and design phases to evaluate design decisions being considered and how those decisions may impact cost, quality, and schedule; to advise on constructability issues and alternate construction methods/materials that may benefit the Owner in areas such as cost, construction efficiencies, operational efficiencies, product durability, etc.; and to utilize the expertise and resources of the entire design and construction team during the planning and design phases to provide ongoing reviews of the project scope and budget to verify the project scope and budget are in balance.

4. To provide opportunities for concurrent design and construction activities to the extent such concurrent activities are deemed appropriate and beneficial to the Owner and the project.

SELECTION PROCESS

The City intends to contract with a design-build team that will be responsible for all aspects of the project's planning, design, and construction. The ideal design-build team for this project will be the team that:

1. Demonstrates experience having successfully planned, designed, and constructed office renovations with similar characteristics.

2. Demonstrates a thorough understanding of the design-build delivery method, including the inherent relationships between the owner and design-build team;

3. Demonstrates past experience delivering projects utilizing the design-build delivery method;

4. Demonstrate the ability and experience to effectively work in an environment that embraces collaboration and teamwork between all parties to achieve the City’s goals for this project;

5. Demonstrates a thorough and appropriate approach and proven processes using this delivery method for the management of this type of project and the nature of the expected work;

6. Proposes assigning highly qualified and experienced personnel to the project and committing to maintaining the identified personnel throughout the duration of the project.

This document further defines the general scope of services expected of the selected team. The City will use a multi-step process to evaluate all candidates and select the design-build team for this project. The process will include a review of qualifications followed by interviews with the short-listed Candidates, and a review of cost proposals.

The City will receive and review statements of qualifications in response to this RFQ. Statement of qualifications will be evaluated by an evaluation committee composed of City staff. Members of the evaluation committee will independently review and rate each qualification submittal based on the listed criteria to determine which Candidates best demonstrate themselves as the most qualified and capable of providing the services required of the project. The evaluation committee will develop a short-list of those candidates thought to be the most qualified and capable of performing the work required of this project. Qualifications alone will narrow the field of candidates to a short-list. The short-list is anticipated to be the three highest-ranked teams; however, the City reserves the right to increase or decrease this number based on the quality of the qualifications submitted. The short-listed Candidates will then be invited to interview with the evaluation committee in order for the Committee to examine further the personnel, qualifications, capabilities, management processes and approach, etc. of each Candidate.

City of Olathe, Kansas 5 July 13, 2026

Final scoring and ranking of the short-listed Candidates, along with other information deemed appropriate by evaluation committee members, will be considered as the committee seeks consensus when determining the preferred firm for this project. If, in the evaluation committee’s opinion, there is a clear and obvious choice as to the most qualified Candidate based upon the information submitted in the Statement of Qualifications, the committee may select the Candidate for the services required for this project based upon the Committee’s evaluation of the Candidate’s submittal and without conducting interviews. The Candidate selected for this project will be the one who best demonstrates to the evaluation committee as being the most qualified and capable of providing the services required of the project in a timely and cost-effective manner.

CONTRACT

The City anticipates utilizing Design-Build Institute of America (DBIA) Document No. 530, Standard form of Agreement Between Owner and Design Builder – Cost Plus Fee with an Option for a Guaranteed Maximum Price, with modifications by the City, and Document No. 535, Standard Form of General Conditions of Contract Between Owner and Design-Builder, with modifications by the City. The contract and general conditions will be provided to the short-listed candidates. Any changes requested to this contract must be submitted in writing to the City at the time of the interview. If no comments are submitted, it is understood that the design-build team is in agreement with all terms in the agreement and general conditions, and the terms in the agreement and general conditions will not be modified after the project is awarded.

The City will enter into an agreement with the selected Design-Builder to begin all project programming, planning, and design. Once the project scope, requirements, plans, and specifications have been adequately developed to the satisfaction of the City, the Design-Builder will then be required to submit to the City a Guaranteed Maximum Price (GMP) for the construction of the project. The City will then consider approval of an amendment to the agreement with the Design-Builder to authorize construction of the project.
