About this file

This is a Request for Proposal (RFP) issued by the Weber County Library System in Utah seeking a qualified, licensed service provider to perform screen wall installation and roof replacement at the Pleasant Valley Branch Library located at 5568 S Adams Ave, Washington Terrace, Utah 84405. The project scope includes detailed drawings and a project manual available on the Bonfire platform. Interested parties must attend a mandatory pre-submittal meeting scheduled for 10 a.m. on Tuesday, May 12, 2026, at the Pleasant Valley Branch location, followed by a project tour. Electronic proposals must be submitted through the Utah Bonfire Hub portal by 2 p.m. on Thursday, May 21, 2026. Submittals must include a statement of qualifications with relevant project experience, a list of proposed subcontractors and their relevant work history, a project timeline indicating the earliest start date and number of days to completion, and a minimum of three current references with contact information. All supporting documents and appendices are limited to ten pages maximum.

Selection will be based on evaluation criteria weighted across multiple factors: contractor's demonstrated ability to meet the scope of work (15 points), proposed timeline (10 points), qualifications and expertise of roofing and metal fabrication subcontractors (45 points), references (5 points), and cost proposal (25 points), for a total of 100 evaluation points. The cost formula awards full points to the lowest bidder and proportionally reduces points for higher bids, with no points awarded to proposals exceeding 200 percent of the lowest price. The proposed fee schedule must be submitted separately through Bonfire. Submissions will be reviewed and scored by the architect and owner's representatives under oversight of a Deputy Weber County Attorney and the Weber County Purchasing Director. Following approval by the County Attorney, the standard AIA 201 contract will be presented to the Weber County Library Board of Directors for consideration and approval, then submitted to County officials for ratification. The Library Board reserves the right to reject any or all offers.
