OVERVIEW

I. INTRODUCTION

Eagle Mountain City is requesting bids from responsible firms or individuals for the construction of roadway improvements along Pony Express Parkway from Eagle Mountain Boulevard to the existing fire station. Pony Express Parkway is an important transportation corridor within Eagle Mountain City and serves the surrounding residential areas, schools, public facilities, and other development. As the City continues to grow, improvements to the roadway are needed to accommodate increasing traffic demands and provide a safer and more efficient transportation corridor.

The existing roadway within the project limits generally consists of one travel lane in each direction with a center median and limited roadside improvements. The proposed project will widen and reconstruct the roadway to provide a five-lane section consisting of two travel lanes in each direction and a center turn lane with shoulder and curb & gutter.

In addition to the roadway widening, the project will include associated storm drainage improvements, new and modified traffic signs and pavement markings, and improvements to the existing school crossing. School crossing improvements will include upgraded ADA pedestrian ramps and installation of a Rectangular Rapid Flashing Beacon (RRFB) to improve pedestrian visibility and safety. Existing sidewalk will generally remain in place, with improvements limited to areas necessary to accommodate the school crossing and tie into the proposed roadway improvements.

The project is intended to increase roadway capacity, improve traffic operations, enhance pedestrian safety at the school crossing, and provide roadway infrastructure that better accommodates the continued growth of Eagle Mountain City.

II. SCOPE OF SERVICES

The project consists of construction of roadway improvements, including removal of existing shoulder, median, pavement, signage, striping, and other features as necessary to accommodate the proposed improvements.

The proposed improvements include construction of a five-lane roadway section consisting of two travel lanes in each direction and a center turn lane. The work also includes construction of storm drainage infrastructure, installation of new traffic signs and pavement markings, installation of a Rectangular

Rapid Flashing Beacon (RRFB), and associated roadway improvements.

The Contractor shall provide all necessary traffic control and maintain traffic through the project area during construction. All work shall be completed in accordance with the construction plans, specifications, and applicable Eagle Mountain City standards.

Revised: February 2026 4

Preference will be given to proposals with a project completion date in 2026; however, completion in early 2027 is acceptable.

Daytime work will be permitted only for activities that do not require lane closures, lane shifts, lane reductions or work in the medians, unless otherwise approved in writing by the City Engineer or their designee.

All work requiring lane closures, lane shifts, lane reductions, and median work shall be performed during nighttime hours only. Nighttime work hours shall be between 8:00 PM and 6:00 AM.

No traffic control devices, lane closures, lane shifts, or lane reductions shall be installed prior to 8:00 PM.

All traffic control devices associated with lane closures, lane shifts, or lane reductions shall be completely removed, and all travel lanes reopened to normal traffic operations, no later than 6:00 AM.

During all nighttime traffic control operations, the Contractor shall always maintain a minimum of one open travel lane with flaggers. Residents and local businesses need to be notified with paper handouts prior to any closures.

Any deviation from these requirements must receive prior written approval from the City Engineer or their designee.

III. BID SCHEDULES

All applicable sales taxes, State, and/or Federal, and any other special taxes, patent rights, or royalties are included in the price quoted in this Proposal. Figures to be typewritten or clearly and legibly printed in ink. LS is equal to lump sum, LF is equal to linear-feet, CY is equal to cubic-yard, EA is equal to each, TON is equal to ton, and SF is equal to square-feet.
