About this file

This is a Request for Proposal (RFP 26-014) issued by the Town of Parker, Colorado, seeking a comprehensive vending services contract to provide and operate healthy vending machines and micromarket solutions across seven municipal facilities. The services will encompass two Recreation Centers, Parks Operations facility, Public Works facility, Police Department, Arts Center, and Town Hall, with equipment installations designed to emphasize healthy food and beverage options alongside modern payment technologies and real-time inventory management. The proposal submission deadline is July 2, 2026, at 10:00 a.m. MST through the Euna Procurement portal, with a pre-proposal Teams meeting scheduled for June 23, 2026, at 10:00 a.m. MST and a question submission deadline of June 25, 2026, at 10:00 a.m. MST. The RFP does not specify an explicit award date or contract term duration, though vendors must accept awards for a minimum of ninety (90) calendar days following submission.

The financial structure is based on a commission-based revenue sharing program where vendors propose a percentage of gross sales to be paid to the Town, with monthly commission payments and detailed financial reporting required. A minimum of thirty percent (30%) of all vending products must meet healthy criteria as defined in the scope, including nuts, protein bars, low-sugar items, fresh fruit, yogurt, and vegetable-based options, with refrigerated units offering fresh sandwiches, salads, and protein boxes. Service requirements mandate twice-weekly restocking for high-traffic locations, 95% machine operational uptime, 90% product availability for core items, and emergency repair response within twelve to twenty-four hours. Evaluation criteria are weighted as follows: Technical Capability and Equipment Quality (25 points), Healthy Product Offerings and Menu Diversity (20 points), Service Reliability and Maintenance Program (15 points), Financial Proposal and Revenue Sharing Structure (20 points), and Experience and Past Performance (20 points). The Town reserves the right to enter negotiations and request Best and Final Offers (BAFO) from selected respondents before making final award determination.
