About this file

This is a Request for Proposal (RFP) issued by the Town of Parker, Colorado, seeking qualified contractors to provide replastering services for the activity pool and rock wall areas at the Recreation Center located at 17301 Lincoln Avenue, Parker, Colorado. The project scope includes preparing and installing new plaster systems for both the activity pool and rock wall pool area, including all associated penetrations such as stairs, seating areas, tile bands, and depth markers. The Town requires the utilization of Diamond Brite Blue Quartz Plaster for the new surface on both facilities and requests retention of existing blue tiles around the shallow area seating and brown/tan tiles around the pool edging and gutters, with flexibility if these elements cannot be preserved. The project must be completed between July 20 and August 14, 2026, with a projected reopening date of August 17, 2026. A mandatory site visit is required on April 10, 2026, at 10:00 a.m. MST, with attendance limited to directly employed staff. The deadline for submitting questions is April 14, 2026, at 10:00 a.m. MST, and proposals must be submitted electronically through the Euna Procurement portal by 2:00 p.m. MST on April 17, 2026. The Town distributed the RFP on March 27, 2026.

The evaluation committee will assess proposals using a weighted scoring system: Supplier Experience and Qualifications (30%), References (20%), Operational Capability and Ability to Meet Schedule (20%), and Project Costs (30%). Proposers must provide a minimum of three references from similar projects and detailed, line-item pricing that breaks down products, quantities, equipment rental fees, labor costs, and any other associated expenses; lump-sum pricing will result in elimination from consideration. The Town will furnish VGB compliant drain covers for contractor installation and will provide site access, staging areas, and utilities. Contractor responsibilities include obtaining permits, conducting inspections, ensuring site safety, environmental compliance, and daily communication. The Town reserves the right to enter negotiations with selected respondents, request best and final offers, and award the contract to the vendor providing the best value. No specific contract term or renewal options are detailed in the solicitation documents provided.
