About this file
This is a Request for Information (RFI) issued by the Port Authority of New York and New Jersey's Aviation Department seeking information from software vendors regarding integrated aviation software systems for airspace design, planning, monitoring, and performance analysis. The Port Authority seeks responses from firms and joint ventures capable of providing comprehensive software solutions applicable to five airports: John F. Kennedy International Airport (JFK), LaGuardia Airport (LGA), Newark Liberty International Airport (EWR), Teterboro Airport, and New York Stewart International Airport. The requested system must include capabilities for airport surface modeling, aviation environmental monitoring, flight procedure development, noise management performance evaluation, and simulation models. Questions from potential respondents are due by December 24, 2025, at 2:00 PM EST, with formal responses to the RFI due by December 31, 2025, at 2:00 PM EST. All responses must be submitted electronically through the Bonfire platform at https://panynj.bonfirehub.com/portal/ and are limited to twenty-five pages maximum. The Port Authority has not committed to issuing a future solicitation and reserves the right to reject all responses or conduct interviews and demonstrations with selected respondents.
The RFI requests comprehensive information regarding system capabilities, implementation timelines, key clients and references, technical infrastructure, maintenance and support protocols, and pricing methodologies. Respondents must address specific technical requirements including real-time flight tracking, FAA data integration (SWIM, surveillance systems), weather product integration, noise modeling capabilities, airspace procedure design tools, dashboard creation, and cybersecurity provisions. The RFI emphasizes the Port Authority's interest in scalability, integration with existing systems, rapid reporting capabilities, and the ability to model alternative operational strategies. The Port Authority seeks information about potential subcontracting opportunities for minority and women-owned business enterprises and disadvantaged veteran-owned small businesses. No pricing information, set-asides, incumbents, or contract award dates are specified in this RFI, as it is a market research tool designed to inform potential future procurement activities. The contact for this RFI is Angel Moyet, Contracts Specialist, at 212-435-4615 or AMOYET@PANYNJ.GOV.

1. GENERAL INFORMATION: THE PORT AUTHORITY OF NEW YORK AND
NEW JERSEY
For background with respect to The Port Authority of New York and New Jersey (the “Port Authority” or “Authority”) see www.panynj.gov. Additionally, the most recent electronic version of the Authority’s Annual Report is available at https://www.panynj.gov/corporate/en/financial-information/annual-report.html.
The Aviation Department of the Port Authority of New York and New Jersey (the “Port Authority” or “Authority”) is hereby seeking information from firms (also referred to as “Respondents”) who provide integrated aviation software systems with the capacity to provide airspace design and planning, operations monitoring and performance analysis, modeling systems, and airport performance tracking at John F. Kennedy International Airport (JFK), LaGuardia Airport (LGA), Newark Liberty International Airport (EWR), Teterboro Airport, and New York Stewart International Airport (collectively, the “Port Authority Airports”). We are seeking responses (“Responses”) to this Request for Information (“RFI”) from firms and/or joint ventures (“Respondents”), to identify integrated aviation software systems available in the market.
The Port Authority may choose to issue a future solicitation for the purposes of obtaining license(s) for airspace design and planning software and support for use by Port Authority staff and/or third-party consultants.
2. BACKGROUND
The Port Authority operates in the busiest airspace in the United States and as such, the Port Authority regularly evaluates potential systems and efficiency improvements within its operating area. The Port Authority has requirements that evaluate the performance of the Port Authority Airports. The Port Authority’s Aviation Department is interested in exploring a software system with the capability to design new flight procedures, model airport performance improvements, and evaluate the noise impacts on the surrounding communities.
3. PORT AUTHORITY’S GOALS AND OBJECTIVES
The purpose of this RFI is to obtain marketplace information about a potential full service, holistic software system (the “System”) within the aviation sector, with the capability to provide airport surface modeling, aviation environmental monitoring, flight procedure development, noise management performance evaluation, and simulation models in support of operational improvements to the Port Authority Airports.
Through this RFI, the Authority seeks to gain information related to the scalability and integration of a System that should include:
• Capacity to rapidly generate template and ad-hoc reports on a single user-friendly platform.
• Ability for the end user to quickly identify, analyze and resolve complicated airport and airspace issues.
• Provide airspace and procedure design.
http://www.panynj.gov/ https://www.panynj.gov/corporate/en/financial-information/annual-report.html https://www.panynj.gov/corporate/en/financial-information/annual-report.html
• Account for competing factors (i.e. delay, fuel burn, safety, noise).
• Ability to model designs quickly and efficiently.
• Ability to address local community concerns related to noise issues by providing analysis utilizing the various noise metrics available.
• Analyze and review real-time operations with the ability to model alternative actions (i.e.
runway configurations and spacing analysis).
Such information gathered as part of this RFI process may help the Port Authority with the development of future solicitation(s) for the acquisition of such systems and any associated maintenance.
The System should allow end users to efficiently identify, analyze, and resolve complex airport and airspace challenges.
