About this file
This is a Request for Information (RFI) issued by the University of Texas at Austin seeking vendor information regarding research participant payment management solutions. The University, which leads the nation in NSF-funded research with $176.4 million in expenditures in FY24, is conducting market research to assess vendor capabilities before issuing a future Request for Proposal. The RFI solicits detailed vendor responses across three service categories: Category A (participant payment management platforms such as Tango and Tremendous), Category B (crowdsourcing and end-to-end research execution platforms with integrated payment such as Amazon Mechanical Turk), and Category C (survey distribution vendors with payment integration capabilities). All RFI responses must be submitted to the University's EUNA (formerly Bonfire) portal no later than Friday, March 6, 2026, at 2:30 PM Central Standard Time. No specific project quantities, site visits, bidder conferences, award dates, or contract term information is provided in this RFI, as it is for information-gathering purposes only and does not constitute a binding solicitation.
Vendors must address functional capabilities spanning payment processing methods, tax compliance and reporting, data security standards (PCI-DSS, SOC 2, GDPR), and experience with academic and federally regulated research environments. Responses should include company overviews, detailed service descriptions, pricing model explanations (transaction-based, subscription-based, volume-based, or hybrid structures), relevant certifications, and a minimum of two client references preferably from academic institutions. The RFI explicitly states that it does not obligate the University to issue any procurement instrument, award a contract, or reimburse vendor response costs. Specific pricing commitments are not required for this information-gathering phase, though vendors should describe how fees are applied and how pricing transparency is provided. The University estimates annual payment volumes based on internal audit data but has not publicly disclosed specific dollar amounts or participant volume projections in this RFI document.

PROCUREMENT OFFICER:
Michelle P. Bernal
REQUEST FOR INFORMATION IS DUE IN THE UNIVERSITY EUNA (PREVIOUSLY BONFIRE)
PORTAL SHOWN BELOW NO LATER THAN:

Background
The University of Texas at Austin is seeking information from qualified vendors that provide services for managing and distributing payments to research participants. This RFI is intended to assess vendor capabilities, experience, and service offerings to inform potential future procurement activities. The University is particularly interested in solutions that support privacy-preserving, compliant, and participant-friendly payment processes across a wide range of research contexts, including regulated clinical trials and minimal-risk behavioral studies. UT leads the nation in research funded by the NSF with $176.4 million in expenditures in FY24, based on the newly released Higher Education Research and Development (HERD) Survey. The University also ranked No. 5 in the nation in research financed by the Department of Defense and No. 6 for the Department of Energy.
