About this file

This is a Request for Proposals (RFP) issued by the North Utah Valley Animal Services Special Service District (NUVASSSD) for an operational assessment of the North Utah Valley Animal Shelter (NUVAS). The RFP seeks professional services to conduct a comprehensive review of the animal shelter's current operations, covering municipalities including Orem, Vineyard, Lindon, Pleasant Grove, American Fork, and several others in Utah County. The assessment aims to examine the shelter's ability to meet animal care needs, public service requirements, and forecast future capabilities considering population growth and demographics. Proposals are due by October 31, 2025, at 5:00 p.m., with the evaluation process beginning immediately after. The selected firm will be required to provide an overview of animal sheltering services, analyze current operations, evaluate efforts to achieve "no-kill" status, and make recommendations aligned with best industry practices.

The RFP includes a detailed evaluation criteria with four primary components: Experience (30%), Quality of Similar Projects (25%), Project Approach and Schedule (20%), and Cost (25%). The total current budget for NUVASSSD is $1,008,296, with an average annual animal intake of 4,871 from 2005 through 2023. The shelter currently employs one Director, one Assistant Director, four Animal Shelter Technicians, and eight part-time Animal Care Attendants. The proposal submission is limited to 30 single-sided pages, and firms must provide detailed information about their experience, key personnel, similar projects, and proposed approach. The cost proposal will be evaluated using a formula that awards points based on the lowest proposed price, with the intent to select the highest-scoring vendor.

While drafting a request for proposals for an operational assessment, the Administrative Control Board of Directors (the

“Board”) of the North Utah Valley Animal Services Special Service District (NUVASSSD) has determined that the evaluation committee members should know and have access to information relating to the cost of each proposal while conducting its evaluation.

Allowing the evaluation committee members to know and have access to information relating to the cost of each proposal, and to consider cost while scoring each proposal, is in the best interest of NUVASSSD. One of the primary criteria that the evaluation committee will use to assign scores to each proposal is how well the proposed budget would be utilized, a factor that directly relates to the value and quality of the project.
