Project: 2026 Utility Project
SCOPE OF WORK
PROJECT
Sandy City's Department of Public Utilities (Owner) invites interested contractors to submit a Statement of Qualifications (SOQ) for the 2026 Utility Projects. This request for Statements of Qualification provides instructions for submittal of contractor's qualifications and describes the evaluation criteria to be used by the Owner in the evaluation of submissions.
SUBMITTING YOUR SOQ
A. The Statement of Qualifications (SOQ) and supplemental information must be submitted/accepted on IonWave by the due date and time listed.
B. Delivery means and methods for the submittal of the SOQ are the sole responsibility of the Contractor. In order to be considered for prequalification, all information requested must be completed and submitted by the date and time listed on Sandy City’s IonWave website. SOQs received after that will be deemed non-responsive. Neither faxed nor emailed SOQs will be accepted.
C. Each Contractor shall submit only one (1) Statement of Qualifications (SOQ). Alternate or multiple SOQs from a single Contractor are prohibited.
D. Rejection of SOQs: Sandy City reserves the right to reject any or all SOQs, to accept any SOQ in total or in part unless the Contractor clearly states in its SOQ that acceptance must be on an “all or none” basis, to waive any minor irregularity or technical error in the form of SOQs or in compliance with the instructions to Contractor, and to stop the selection process at any time it is considered to be in the best interests of Sandy City. Any SOQ containing significant deviations from the specifications of the SOQ will be rejected as non-responsive. Contractors claiming minor irregularities or technical errors must assume the burden of identifying them and justifying them to Sandy City in order for their SOQ to receive consideration.
The purpose of the prequalification process is to select only those contractors the Owner deems to be qualified and capable of successfully completing the project based on the contractor's expertise, experience, and performance on previous similar projects, proposed project personnel, current ability and resources to perform the work, and other criteria described herein. Only pre-qualified contractors will be allowed to submit SOQ’s. Subcontractors, product suppliers and equipment suppliers do not require prequalification.
Selection as a prequalified contractor does not imply Owner's acceptance or approval of the contractor's specific personnel, equipment, or methods, whether or not these items are described in the contractor's prequalification SOQ, nor does it ensure that the contractor's SOQ will be considered responsive or responsible. Vendors who meet the minimum mandatories lined out in the "Requirements" section will be placed on the prequalified vendors list to move to the bidding process. Those who do not meet the minimum mandatories will not be placed on the prequalified list and will not be invited to submit a bid for the project.
