About this file

This is a Performance Work Statement (PWS) for gym rental services required to temporarily relocate the VA Gerofit Program, a supervised exercise program for Veterans, from the Edward P. Boland Department of Veterans Affairs Medical Center in Leeds, Massachusetts due to ongoing building renovations. The program requires a 6-month firm contract period with an additional 6-month option, commencing November 15, 2026 (FY 2027).

The facility must provide access three times weekly (Monday, Wednesday, Friday) to 2,000-3,000 square feet of enclosed, multi-purpose gym space for group exercise classes accommodating 20-25 participants for 2.5 hours per session, with strong WiFi capability to support livestreamed WebEx classes for virtual attendees. The contractor must also provide 50 memberships allowing Veterans to access gym equipment and facilities during class hours (9:00 AM-11:00 AM) under VA staff supervision. Required equipment includes a minimum of 10 cardio machines (4 treadmills, 3 ellipticals or recumbent cross trainers, 3 stationary or recumbent bikes), varied strength training machines targeting all major body parts, free weights with space for 5 people, and a stretching area with exercise mats accommodating 4 people. The facility must be located within a 15-minute drive of the VA Medical Center and provide on-site storage for VA equipment and materials. Success is measured by program continuity without financial burden to VA, uninterrupted Veteran access to in-person and virtual programming, and maintained coaching quality. The related solicitation (36C24127Q0040) indicates the VA intends sole-source award to the Northampton Athletic Club, which currently provides these services.
