Catholic Religious Education Coordinator Statement of Work (SOW)
1. Contract Position Title: Catholic Religious Education Coordinator
1.1. Description: This is a non-personal services contract for one (1) Catholic Religious
Education (RE) Coordinator for Beale Air Force Base (BAFB), California. The Contractor shall serve as a Chaplain Corps’ special resource person who provides program or support functions for the implementation of a comprehensive Catholic RE and Sacramental Preparation requirements for the pastoral care of Catholic personnel within the BAFB community. The coordinator consults and coordinates with the Catholic priest/deacon endorsed by the Archdiocese for the Military Services (AMS), who may be an Active Duty/Individual Mobilization Augmentee (IMA) Chaplain, GS employee, Contractor, or assigned Chaplain. The Contractor is monitored by the Contracting Officer Representative (COR) as appointed by the Contracting Officer (CO). A prime can subcontract (see 7.1.) and if a prime has a contract, that same contract must be met by a sub in all aspects or face breach of contract.
2. Scope of Responsibilities
2.1. Coordinates high quality comprehensive Catholic Religious Education for BAFB Catholic Program. All RE will be congruent with the AMS requirements and retains final authority over the appropriateness and content of the RE program, especially at those installations at which a priest-chaplain is not assigned. These programs include a base period of twenty four (24) hours per week for fifty two (52) weeks and seventy two (72) hours for special programs. Each base period includes management of all Catholic RE program requirements for one (1) week.
2.1.1. Base Period of Performance (PoP) starting 25 Mar 2026 – 24 Mar 2027

3. Education, Experience, and Requirements
3.1. The contractor must be at least eighteen (18) years of age.
3.2. Must hold a high school diploma or GED; an Associate of Arts degree in education is preferred but not required.
3.3. Must hold a Basic Catechist certification or other degree of substantiated coursework in Theology or religious studies and must be a practicing Catholic in full communion with the Church and follow AMS RE guidance.
3.4. Must have computer competency in Windows based operating systems and be proficient with Microsoft Office software (Word, Excel, Outlook, and Power Point software).
3.5. The contractor must be familiar with basic office equipment to include, but not limited to: computer, fax, multi-function printer, copier, and telephone.
3.6. The contractor must have a working knowledge of the requirements of the Catholic Religion and be familiar with appropriate RE resources such as books, references materials, resource videos, magazines, and crafts.
3.7. Be available to attend local and regional RE workshops as needed.
3.8. The contractor must be positive, self-directed, motivated, and able to interface well with people. The chaplain corps staff will provide initial training; however the contractor may be tasked to provide training to any future assigned personnel.
3.9. The contractor must be able to communicate well both written and orally in English.
3.10. Be able to work within a pluralistic environment and efficiently organize and manage diverse programs which entail the ability to coordinate and cooperate with other Chaplain Corps faith programs.
3.11. The contractor must be able to maintain a neat, clean, and well-groomed professional appearance and conduct him or herself in a business-like manner.
3.12. Candidate must submit at least one (1) clergy reference from last position as Catholic RE coordinator and a 1-2 page résumé detailing work experience with minimum of two (2) years with this position in a parish, military chapel, and/or experience working with children’s programs in a church and/or ministry.
3.13. Must accomplish the terms of this contract in compliance with the mission requirements and standards set forth and defined by the Department of the Air Force and the Air Force Chaplain Corps. Activities and behavior to the contrary are viewed as grounds for contract termination.
3.14. Shall have experience with coordinating, teaching and facilitating Religious Education events and activities for all ages.
3.15. Must be willing to work with the base Catholic priest or assigned Chaplain to arrange retreats, Sacramental preparation classes, RCIA as well as adult faith formation programs.
3.16. Be interviewed during the solicitation phase by a Chaplain Corps interview panel organized by the Contracting Officer Representative or designee, to include the assigned Chaplain/Catholic priest.
3.17. Undergo successful background criminal history check at local, state and national levels.
4. Duties and Responsibilities (Minimal Program Requirements)
4.1. General Responsibilities
4.1.1 Under the direction of the assigned Chaplain/Catholic Priest, develop and manage a comprehensive Catholic Program, which includes but not limited to: Faith Formation for all parishioners, CWOC, CMOC, Sacramental preparation for children, Youth Ministry, RCIA, production of weekly bulletin, procurements of faith formation materials, and recording of sacraments.
4.1.2. Submit the annual RE programming budget proposal to the assigned Chaplain.
4.1.3. Recruit, train, support and supervise volunteers; ensure volunteers are recognized during Chaplain Corps Volunteer Appreciation event.
4.1.4. Attend Catholic Parish Advisory Council meeting, Chaplain Corps weekly staff meeting, and other meetings as requested by the assigned Chaplain/Catholic Priest or Wing Chaplain.
4.2 Specific Responsibilities
4.2.1. Plan and execute the Catholic RE program. RE is held at Foothills Chapel and other locations as deemed necessary by the Wing Chaplain or designee for special events as well as administrative duties as required.
4.2.2. Create an email/telephone list of all RE class members, Sunday Schools and all Bible study members. Keep attendance record for all classes and Bible studies.
4.2.3. Prepare publicity material when events need to be advertised base-wide via email, social and print media. They are to be discussed and approved by assigned Chaplain/Catholic Priest and the Wing Chaplain.
4.2.4. Follow appropriate Chaplain Corps Operating Instructions (OIs) in routing Purchase Request Forms (PRFs) for curriculum and supplies for all Catholic RE events and programs. Ensure PRFs for curriculum are approved at the appropriate level.
4.2.5. Utilize HC’s Shared Drive for all continuity files, Catholic Parish
Electronic Database, After Action Reports, AMS requirements, member registrations and other program information.
4.2.6. Develop the RE annual needs assessment, requirements, calendar of events, and budget as part of annual Airman Ministry Plan (AMP);
discussed and approved by assigned Chaplain/Catholic Priest before submitting to the Wing Chaplain.
4.2.7. Coordinate and prepare Facility/Activity Requests and submit to the facility manager. Check Chaplain Corps Organization calendar, Valley/Foothills Facility Calendar at least weekly to ensure proper planning and de-conflict scheduling when necessary.
4.2.8 Program startup: perform administrative tasks in advance that are necessary to begin programs in September (select and order curriculum, reserve facilities, recruit teachers, publicize, and provide teacher training).
Recruitment and approval of teachers and selection of curriculum shall be discussed with the assigned Chaplain/Catholic Priest.
4.2.9 Ensure that all volunteers and teachers working with children under the age of eighteen (18) have a favorable IRC, validated through the Chaplain Corps Background Check.
4.2.10. Provide Teacher Training sessions prior to start of RE and on a quarterly basis, as directed by assigned Chaplain/Catholic Priest and the Wing Chaplain or designee.
4.2.11. Work with the Protestant RE Coordinator concerning VBS. VBS programing begins a minimum of three (3) months in advance of the event. Advertisement of VBS must occur four (4) weeks prior to event.
Volunteers should be routed for clearance as soon as possible. Allow two
(2) months processing for yellow badge. In addition, ensure teacher training for all volunteers, making facility reservations, recruiting volunteers, ensuring the approved teacher to child ratio, publishing advertisements, maintaining electronic registration for all children and teachers and other requirements base on program needs and approved the Lead VBS Chaplain.
4.2.12. Provide at least one (1) training sessions for VBS teachers.
4.2.13. Be present for RE each Sunday from September to May and all week during Vacation Bible School. Hours shall be planned by the Wing Chaplain or designee.
4.2.14. Work in cooperation with RE volunteer leaders by supporting their work with administrative tasks such as ordering their curriculum, keeping their phone/emailing lists up to date, purchasing items needed for classes, and processing paper work needed for purchases and for facility use.
Assistance will also be required to coordinate trips and advise the assigned Chaplain/Catholic Priest of the needs of the volunteers.
5. Criminal History Background Check and Security Clearance
5.1. The contractor shall undergo successful background criminal history check at local, state and national levels as required by DoDI 1402.5. Application shall be submitted with 10 days after award date to the Chapel background check Program. [Public Law Number 101-647, Section 231; Public Law Number 102- 190; and resulting department of Defense Instruction Number 1402.5 require personnel contracted for child care services in every facility operated by the Federal Government to undergo successful background criminal history check at local, state and national levels. “Child care services” includes personnel contracted for such services in base chapel programs whose work brings them into contact with children less than 18 years of age.].
5.2. APF Applicants: Background Check required for APF applicants who have regular contact with children. The DoD Components shall process APF applicants using currently established procedures for completing background checks described in DoD 5400.11-R.
APF applicants must complete a SF-171 “Application for Federal Employment, “ and attach a SF-87, “Fingerprint Chart,” completed by law enforcement officer; and a SF-85P, “Questionnaire for Public Trust Positions,” for conduct of a National Agency Check with Inquiries (NACI). Process shall be worked through Security Manager and the package shall be forwarded to the Office of Personnel Management (OPM). Per DoD 1402.5 “Criminal History Background Checks on Individuals In Child Care Services,” Enclosure 6.
6. Compliance with Public Law. The Contractor will comply with:
6.1. Public law 105-270, Section 5(2)(A) states that contractors will not perform inherently governmental functions. Section 5(2)(A) of this Public law defines the term "inherently governmental function" as "a function that is so intimately related to the public interest as to require performance by Federal Government employees." Per Section 5(2)(B), inherently governmental functions include management of Government programs requiring value judgments, conduct of foreign relations, selection of program priorities, and the direction of intelligence and counterintelligence operations. Per Section 5(2)(C), inherent governmental functions DO NOT include, (i) gathering information for or providing advice, opinions, recommendations, or ideas to Federal Government officials or (ii) any function that is primarily ministerial and internal in nature."
6.2. Confidentiality: The provisions of Privacy Act of 1974, Public Law 93-579 dated December 31, l974 (5U.S.C. 552a) apply. Services rendered and all materials including records, files, documents, and work papers provided to the Contractor by the Government and data results, conclusions and recommendations obtained thereof shall be considered Government property. The information shall not be disclosed, copied, modified, used (except in the completion of this contract) or otherwise disseminated to any other person or entity at any time to include, but not limited to, inclusion
7. Mandatory Statements
7.1 The work hours are twenty-four (24) hours per week to be performed Monday through Friday and Sundays, and an additional seventy-two (72) hours will be used for special events. Customer service hours must be scheduled and posted with the approval of the assigned Chaplain/Catholic Priest, Superintendent, Religious Affairs, and Wing Chaplain. The contractor shall perform the tasks of the contract at the Foothills Chapel or as otherwise directed. The contractor is required to give the chapel staff 30 days notice of any period of absence. The contractor shall provide a substitute to perform services in their absence. This substitute must be of equal or greater capability than contractor and approved by the assigned Chaplain/Catholic Priest. Payment of the substitute is the responsibility of the primary contractor.
8. Other
8.1. Contractor Manpower Reporting
8.1.1. *Reporting Period: Contractors are required to input data by 31 October of each year.
8.2. The Contract Officer Representative (COR)
8.2.1. The COR or their designee will monitor and inspect the contractor's performance. The contractor will be notified in writing of any and all noncompliance, and will be given an opportunity to correct, if possible, nonconforming work. The contractor will be given an opportunity to respond in writing to any notice of noncompliance. If noncompliance will not or cannot be corrected, the contract may be subject to termination.
8.3. Furnished Equipment and Supplies
8.3.1. All equipment needed to fulfill this statement of work will be provided by the Beale AFB Chaplain Corps. A computer, computer program, work area, any additional office equipment, standard office supplies (pens, paper, paperclips, staples, etc.), and internal funds request and processing forms will be provided by the Beale AFB Chaplain Corps personnel.
8.4. Conference and Training Fees
8.4.1. Chaplain Corps directed conferences or training, to include travel expenses, may be funded contingent upon availability of funds and approval by the Wing Chaplain.
8.5. Facilities.
8.5.1. The contractor is accountable for security, safety, and cleanliness of all facilities utilized in conjunction with their programs. Contractor shall be familiar with and implement fire and safety practices in accordance with Air Force Instruction 91- 202, The US Air Force Mishap Prevention Program, to prevent accidents and preserve the life and health of him/her and any personnel affected by the performance of this contract.
8.5.2. Contractor shall exercise due diligence to ensure safety of children and volunteers, being mindful of potential hazards associated with electronic equipment.
8.5.3. The contractor shall ensure that all facilities used are properly secured, doors and windows locked and lights turned off upon departure when a chapel staff member is not present or others are not utilizing the facility.
8.5.4. Contractor shall be responsible for keys provided. Keys shall not be duplicated. Contractor shall report any lost or misplaced keys upon discovery of the occurrence. All keys shall be returned on revocation of this contract.
8.6. Taxes
8.6.1. The Contractor is responsible for accounting for and the paying of any Social Security Taxes, Federal Income Taxes, State Income Taxes, and State Unemployment Insurance premiums
