About this file

This is a Public Notice of Proposed Waiver issued by Park City Municipal Corporation (PCMC) on June 26, 2026, for administrative services at the Park City Senior Center. The proposed service involves full-time administrator duties to manage programs, partnerships, marketing, and finances for the senior center, which serves local residents over age 60. The center is owned and maintained by PCMC, with meals provided by Summit County and Mountainlands Association of Governments, while programs and administration are provided by Park City Senior Citizens Inc. The senior center has experienced significant growth, expanding from 70 to over 700 members in recent years, requiring expanded hours and programs. No specific response date, due date, site visit, or bidder conference information is provided in the notice. The waiver request was submitted to the Procurement Official by the Budget, Debts, & Grants Department, with comments to be submitted to Hans Jasperson at hans.jasperson@parkcity.gov within seven days of posting.

The proposed contract amount is $100,000 to Park City Senior Citizens Inc. The Procurement Official determined that a waiver of the competitive procurement process is appropriate based on the justification that procurement through standard processes is impractical and unlikely to produce competition. The waiver is deemed to be in PCMC's best interest, as a standard procurement process would increase costs and time without generating meaningful competition. No information regarding renewal options, specific funding sources, or contract term duration is provided in this notice. Park City Senior Citizens Inc. appears to be the incumbent provider of these administrative services.

PUBLIC NOTICE OF PROPOSED WAIVER

DATE ISSUED:June 26, 2026
PROPOSED SERVICE:Senior Center Administration
PROPOSED PROVIDER:Park City Senior Citizens Inc.
REQUESTING DEPARTMENT:Budget, Debts, & Grants

Please take notice of Park City Municipal Corporation’s (PCMC’s) intent to waive a competitive procurement process. PCMC Procurement Rule 5-3 provides that the competitive procurement requirements may be waived under circumstances where there is a reasonable justification and the waiver is in the best interests of PCMC. The Procurement Official has determined that a waiver is appropriate for a contract for senior center administrative services in the amount of $100,000 to Park City Senior Citizens Inc., based on the information below:

Waiver Justification:

Awarding the contract through a Standard Procurement Process is impractical and not in the best interest of PCMC because procurement of the services is unlikely to produce competition.

The procurement item is for administrative services at the Park City Senior Center, which provides activities, social interaction, meals, and programs to local residents over the age of 60. The center is owned and maintained by PCMC, while meals are provided by Summit County and Mountainlands Association of Governments. Programs, activities, and administration are provided by the nonprofit Park City Senior Citizens Inc. In the past few years, the Senior Center has grown from 70 to over 700 members, expanding its hours and programs to meet the increased demand. The services of a full-time administrator are required to effectively manage programs, partnerships, marketing, and finances to ensure quality service to its growing membership.

The scope and complexity of services that PCMC seeks make it unlikely that a Standard Procurement Process would result in competition and would instead only increase cost and time for PCMC to acquire the services.
