About this file
This is a Notice of Proposed Sole Source Procurement Request for Information (RFI) issued by Salt Lake County's Division of Contracts and Procurement for ice hockey officials services. Salt Lake County Parks and Recreation seeks to establish a sole source contract with Wasatch Ice Hockey Officials Association (WIHOA) to provide USA Hockey certified ice hockey officials for youth and adult hockey programs operated across the county's three ice facilities. The procurement is designated as Notice #PAR032026, with a notice start date of March 20, 2026, and comments due by March 27, 2026, at 1:00 p.m. Mountain Time. The requested contract term is two years, covering 2026 through 2028, replacing the expiring Contract #PR24004 scheduled to conclude on March 26, 2026.
The estimated contract cost is $150,000.00 for one year. Salt Lake County justifies the sole source designation on the grounds that WIHOA is the only organization providing USA Hockey certified officials in the Greater Salt Lake Area and serves as the sanctioned body for the Utah Amateur Hockey Association (UAHA), covering all competitive levels from recreational house games to local professional leagues. The county determined that no other sources or suppliers are available and that the service cannot be reasonably modified to allow for competition. Comments regarding the sole source justification should be directed to Matt Bass at mabass@saltlakecounty.gov. All documents submitted in response will become public records upon contract execution or two years from the RFI issuance date, with trade secrets and commercial information protected under applicable Utah Code provisions.
