About this file
This document is an Addendum No. 1 to Solicitation No. 6100059702 for the Pennsylvania Game Commission's project PGC-235-23-01, which involves the construction of a temporary prefabricated bridge over Wilson Run in St. Thomas Township, Franklin County, Pennsylvania. The addendum addresses questions regarding the removal of the bridge, including the expected timeframe of 1 year, the requirement to transport the bridge to a designated storage location in SGL 120 in Cambria County, and the allowance for partial invoicing during the process. The addendum also specifies that the bridge shall be constructed of A588 steel or painted with a PennDOT-approved paint system.
The original solicitation, as described in the related state and local contract opportunity, involves the supply and installation of the temporary prefabricated bridge on cast-in-place concrete abutments constructed by the Pennsylvania Game Commission. The bid opening is scheduled for November 16, 2023, at 2:00 PM.

Addendum No. 1 summary of changes, information, and instructions:
Question 1:
Confirm the bidder is to include the cost of removing the bridge upon completion of the Game Commission's use.
Answer:
Yes, removal of bridge is to be included in the bid. Please note, PGC shall retain ownership of the bridge after removal.
Question 2:
What is the expected timeframe for the removal?
Answer:
1 year from set date.
Question 3:
Will the bridge simply be removed and stored next to the crossing, or do the bidders need to include transporting it to a storage location or second crossing? If the latter, will bidders need to include the costs of the equipment to offload at the "new" location?
Answer:
Please include transport to a second location (SGL 120, Chest Township, Cambria County). Include the cost for offloading only, not setting. Bridge shall be placed in a gravel area off a PGC access road. Please note, PGC shall retain ownership of the bridge after removal and relocation.
Question 4:
Will bidders be able to submit partial invoices, or will they have to invoice the entire contract in one lump after the bridge removal is complete?
Answer:
Partial invoices will be allowed.
Question 5:
Will painted finishes be allowable in lieu of weathering steel?
Answer:
Bridge shall be constructed of A588 steel or shall be painted. Paint shall consist of PennDOT Bulletin 15 approved urethan topcoat applied over two coats of epoxy primer listed by the paint manufacturer as suitable/compliant for the topcoat. Paint system shall be applied per the manufacturer's recommendations and requirements.
