About this file

This is a Notice to Bidders issued by the City of Olathe, Kansas Engineering Division for the construction of Black Bob Road improvements from 153rd Terrace to 159th Street, designated as City Project No. 3-C-041-23 and CARS Project No. 320001523. The project will improve Black Bob Road from a 2-lane rural roadway to a 4-lane divided arterial section, including construction of a new single-span prestressed concrete bridge, new pavement, curb and gutter, medians, traffic signal, streetlights, sidewalks, and storm sewers. Sealed bids will be received electronically through https://olatheks.bonfirehub.com until 2:00 p.m. local time on February 9, 2026, with public bid opening to follow at the same location. Bid documents and drawings are available for free download from the bonfirehub website and for public inspection at the City of Olathe Public Works office. The project was originally bid on April 15, 2025 but was pulled back due to previously unrealized vertical profile design requirements at the Black Foot Court intersection; consequently, 159th Street between Stations 288+75.66 and 299+03.26 has been redesigned and the affected plan sheets and bid tab have been updated accordingly.

Bidders must submit a scanned copy of a bid bond executed by the bidder or an acceptable surety in an amount equal to five percent of the total bid with the online submission, and the original bond must be delivered to the Engineer within 48 hours of bid opening, with failure to do so resulting in bid rejection. The successful bidder will be required to furnish and pay satisfactory performance and payment bonds. An Owner's Contingency Allowance determined by the City will be included within the Schedule of Values. The City of Olathe reserves the right to reject any or all bids or waive any informality in bidding, and may hold bids for up to sixty days from the opening date for review and investigation of bidder qualifications prior to contract award.

CITY OF OLATHE, KANSAS

ENGINEERING DIVISION

NOTICE TO BIDDERS

Sealed bids will be received online at https://olatheks.bonfirehub.com, until 2:00 p.m. local time, on February 9, 2026, for the construction of Black Bob Road, 153rd Terrace to 159th Street, Improvements City Project No.

3-C-041-23 and CARS Project No. 320001523.

At said time and place, and promptly thereafter, all bids that have been duly received will be publicly opened online at https://olatheks.bonfirehub.com.

The work consists of the following:

This project will improve Black Bob Road from 153rd Terrace to 159th Street from a 2-lane rural roadway to a 4-lane divided arterial section. Improvements will include a new single-span prestressed concrete bridge, new pavement construction, curb and gutter, medians, traffic signal, streetlights, sidewalks, and storm sewers.

Bid documents including drawings and specifications are on file at the office of Public Works of Olathe, Kansas, and are open for public inspections. Bid documents and drawings may be downloaded free of charge from https://olatheks.bonfirehub.com. Only bids submitted electronically at https://olatheks.bonfirehub.com will be accepted.

This project was originally bid on April 15, 2025. The bid was subsequently pulled back due to previously unrealized vertical profile design requirements at the Black Foot Court intersection (for a separate project that extends west of this intersection). In this plan set, this resulted in the redesign of 159th Street, between Stations 288+75.66 and 299+03.26. The sheets impacted by these changes have been updated, and the bid tab has been updated accordingly.

An Owner’s Contingency Allowance determined by the City will be included within the Schedule of Values for this project.

A satisfactory bid bond executed by the bidder or an acceptable surety, in an amount equal to five percent (5%) of the total bid for work shall be submitted with each proposal. A scanned copy of the BID BOND must be included with the online bid submitted at https://olatheks.bonfirehub.com. The original copy of the BID BOND form must be submitted to the ENGINEER within 48 hours of bid opening. Failure to submit original copy of the bid bond will result in rejection of bid and OWNER’s selection of the next low qualified bidder.

The successful bidder will be required to furnish and pay satisfactory performance and payment bond or bonds.

The City of Olathe, Kansas, reserves the right to reject any or all bids or to waive any informality in the bidding.

Bids may be held by the City of Olathe, Kansas, for a period not to exceed sixty (60) days from the date of the opening of bids for the purpose of reviewing the bids and investigating the qualifications of bidders, prior to awarding the contract.
