Proposals are due by August 4, 2025, at 5:00 PM MST and must be submitted electronically through the Bonfire website. The project aims to create an adaptive mountain bike park that serves riders of all skill levels while integrating seamlessly with existing park infrastructure.

The maximum budget for the project is $800,000, with any bid exceeding this amount automatically rejected. The project is funded by Lehi City and matching grants from Utah DNR and Utah County. The successful respondent will be responsible for site assessment, design concepts, construction, signage, and coordination with a city-hired landscape architect. The project requires developing a comprehensive design that includes themed elements (anticipated to follow a railroad theme), safety considerations, and adaptive mountain bike dimensions. Wasatch Adaptive Sports has volunteered to consult on the design and construction. Respondents must provide a detailed proposal including project team information, references, qualifications, a project concept, timeline, cost proposal, and financial report.

SECTION 2: BACKGROUND AND PROJECT DESCRIPTION

2.1 BACKGROUND

Lehi City is a family-friendly, safe, and active community of nearly 90,000 people located halfway between Salt Lake City and Provo, Utah. The mountains above Lehi watch over a dynamic community that has always represented the best of each generation. Today, high-tech companies from across the nation have come to embrace Lehi’s lifestyle of opportunity and optimism.

Lehi City offers a diverse array of parks, recreational facilities, and open space opportunities to its residents and visitors. The Parks Division collaborates closely with the Traverse Mountain Trails Association to manage over 1000+ acres of open space with an additional 600 planned acres, most of which is protected under Lehi City’s conservation easement in the northernmost part of the city.

2.2 PROJECT DESCRIPTION

The second phase of Shadow Ridge Park will involve the design and construction of a beginner-intermediate adaptive mountain bike skills park on a 4-acre site. The park will include two asphalt pump tracks, a technical skills area, and progressive downhill trails. This project will enhance the park's recreational offerings while maintaining accessibility to existing utility infrastructure. Lehi’s mountain trail system, combined with the city’s growing population and increasing outdoor recreation demand, seeks to provide a needed skills development area for mountain bikers.

This specialty park is being funded by Lehi City and matching grants from both Utah DNR and Utah County.

2.3 SCOPE OF WORK

1. Site Assessment & Preparation:

o Conduct a site analysis together with a city-hired landscape architect to assess existing conditions, including topography, drainage, and vegetation.

o Identify and map existing utility manholes to ensure vehicular utility access is maintained where required.

o Prepare the site by clearing necessary areas while minimizing environmental impact.

o For the overall park, develop a minimum of two concepts (Pump tracks, technical skills, downhill trails) for the Parks Department and Traverse Mountain Trails Association to review and provide feedback to formalize into a preliminary design. One of these concepts could be based on what is submitted with the RFP response.

o Construction design will require a formal city review process and approval and may require more than one submittal.

2. Pump Track Construction:

o Design and construct two asphalt pump tracks: beginner and intermediate/advanced.

o Ensure pump tracks, with flow and bermed turns, are optimized for mountain bike use.

o Integrate proper drainage solutions to maintain longevity and sustainability to be tied into storm drain system. All drainage must meet Lehi city standards and extended 20 feet past the perimeter of the pump track.

3. Technical Skills Area:

o Develop a designated area with natural and built technical features of varying difficulty.

o Features may include rock gardens, skinnies, teeters, log rides, drops, and other elements to enhance rider skills.

o Ensure safe progression from beginner to advanced skill levels.

4. Downhill Trails & Return Route:

o Design and construct a minimum of three short downhill trails with progressive difficulty levels:

Beginner: Smooth and flowy with minimal obstacles.

Beginner-Intermediate: Incorporates small jumps, berms, and technical features.

Intermediate: Features steeper descents, larger jumps, and technical elements.

o Construct return route(s) to facilitate rider access back to the starting point. All take-offs shall be constructed of durable materials, such as galvanized steel and cedar planks, asphalt, or concrete.

5. Signature feature and theme elements o Design and construct themed features to create identity for the park.

Sandwiched between the old UP railroad and Historic Rail Trail, the theme is anticipated to follow a railroad theme. A railcar or similar large structure should be used as a focal point and integrated into the design, with additional smaller themed features.

6. Install necessary signage for trail difficulty, directional flow, and park rules o Develop and install a comprehensive signage package for the park.

o Entry signage to include park name, branding, and general rules.

o Wayfinding and directional signs to guide riders through different areas of the park.

o Skill level signage for trails and technical features to indicate difficulty levels.

o Safety and instructional signs for proper use of features and park etiquette.

7. AMTB, Safety & Compliance:

o This project should be designed and featured as an adaptive mountain bike park.

Trail and feature widths, heights, and grades should take adaptive mountain bike dimensions into consideration.

o Wasatch Adaptive Sports has volunteered to help consult on the design and construction in support of the park.

o Adhere to industry safety standards and best practices for trail and feature design and construction.

o Ensure all features and trails are designed and constructed to minimize risk while providing appropriate challenges.

8. Final Inspection & Project Completion:

o Conduct a thorough review of the completed park to ensure quality, safety, and adherence to design specifications.

o Provide maintenance recommendations and documentation for long-term park sustainability.

o Ensure all utility access points remain clear and accessible.

9. Coordination with City hired Landscape Architect for surrounding design:

o The city desires that all the surrounding elements tie into the bike park seamlessly. Provide the landscape architect with needed drawings and graphics during design.

o Provide sleeving at city city-required depths for irrigation into any required landscape spaces.

o Work with landscape architect to show their planting design, walks, trails, drainage etc. integrated into your design. Note the landscape architect will design landscaping, walks, irrigation, and drainage that will tie into bike park spaces.

Project Deliverables:

• Plans with detailed layouts for the pump track, technical skills area, trails, and circulation routes: concepts, preliminary, CDs

• Construction of bike park

• Material and sustainability plan

• Sign package and mapping

• Safety and compliance documentation

• Final as-built drawings upon project completion

The maximum dollar amount allocated to the project is $800,000. Any bid more than $800,000 will be automatically rejected.
