About this file
The Little Mountain Service Area (LMSA) has issued a Request for Proposals (RFP) for a desktop-level master plan for a regional sewer collection system in the West Weber Corridor of Weber County, Utah. The project seeks to engage qualified engineering firms to develop planning-level design and engineering standards for a trunk sewer line running from 900 South 5900 West to 900 South 9350 West, including supporting lift stations and lateral lines. The RFP requires a comprehensive study that will establish guidance for long-term sewer infrastructure planning, with final deliverables including a 20-30 page master plan report, GIS-based exhibit maps, and a planning-level cost table and implementation roadmap. Proposals are due on an unspecified date, with project completion expected within 3-4 months of the notice to proceed.
The total budget for this project is set at $50,000, with proposals required to be submitted electronically in PDF format to Stephanie Russell at srussell@sagedevelopmentgroup.com. The project is driven by planned significant residential, commercial, and industrial growth in the West Weber Corridor, with the goal of reducing reliance on septic systems. The scope of work includes identifying trunk line alignments, establishing design standards, providing lift station recommendations, mapping north-south laterals, applying flow projections, and developing a cost and phasing strategy. Selection criteria will focus on experience with regional sewer planning studies, understanding of the desktop-level scope, project team qualifications, ability to deliver within the timeframe and budget, and cost competitiveness.

Little Mountain Service Area (LMSA) Request for Proposals (RFP) Desktop-Level Master Plan – Regional Sewer Trunk Line and Lift Station Design Standards West Weber Corridor, Weber County, Utah
I. Introduction The Little Mountain Service Area (LMSA) is requesting proposals from qualified engineering firms to prepare a desktop-level master plan for a regional sewer collection system in the West Weber Corridor.
The study will establish planning-level design and engineering standards for a trunk sewer line running from 900 South 5900 West to 900 South 9350 West, along with supporting lift stations and lateral lines.
This study is intended to provide guidance for long-term sewer infrastructure planning and serve as the basis for future detailed design efforts.
The budget for this work shall not exceed $50,000.
II. Project Background The West Weber Corridor is planned for significant residential, commercial, and industrial growth. LMSA intends to establish a sewer master plan to guide trunk and lateral infrastructure investments and reduce reliance on septic systems.
The plan will build on findings of the West Weber Wastewater Preliminary Engineering Report (December 2022) and focus on a regional trunk line and key laterals.
III. Scope of Work (Desktop-Level) The selected consultant will complete the following tasks within the stated budget:
1. Trunk Line Alignment and Standards o Identify a planning-level alignment for a trunk line from 5900 West to 9350 West.
o Establish recommended design standards (pipe size ranges, materials, slopes, velocities).
2. Lift Station Recommendations o Provide conceptual sizing and siting recommendations for lift stations along the trunk line.
o Identify general requirements for redundancy and power backup.
3. North–South Laterals o Identify major north–south laterals connecting to the trunk line at key intersections.
o Provide pipe size ranges for planning purposes.
4. Flow and Capacity Planning o Apply planning-level flow projections (based on PER assumptions: 2 MGD average, 6
MGD peak).
o No detailed hydraulic modeling is required.
5. Cost and Phasing Strategy o Provide Class 5 planning-level cost estimates (±50% accuracy) for trunk, laterals, and lift stations.
o Recommend a phasing strategy (short-term vs. long-term).
6. Final Deliverables o Draft and Final Desktop-Level Master Plan Report (20–30 pages).
o GIS-based exhibit maps (alignments, lift station concepts, laterals).
o Planning-level cost table and implementation roadmap.
IV. Deliverables
• Draft Report (PDF)
• Final Report (PDF)
• GIS/AutoCAD exhibits for alignments
• Conceptual cost estimates and phasing plan
V. Proposal Requirements Proposals shall include:
