This is an Invitation to Bid (IFB) document for the City of Nashua, New Hampshire's 2026 Pavement Preservation Program (IFB0265-050726). The City seeks qualified contractors to perform pavement preservation treatments across various locations within Nashua, consisting primarily of crack sealing and micro-surfacing work. The contract includes multiple work items: crack sealant application (21,000 gallons), micro-surfacing double-lift treatments (25,000 square yards), cold planing transitions (450 square yards), casting adjustments (10 vertical feet), retroreflective pavement markings (75,000 linear feet for 4-inch paint and 400 linear feet for thermoplastic), maintenance of traffic (lump sum), uniformed officers (20,000 dollar allowance), and flaggers (1,000 hours). A non-mandatory pre-bid meeting is scheduled for April 22, 2026, at 1:00 PM, with a deadline for bidder questions on April 24, 2026. Bids are due by May 7, 2026, at 2:00 PM at City Hall. Substantial completion is required by October 15, 2026, with final completion by November 15, 2026. Liquidated damages of $520 per calendar day apply for delays beyond these dates.

The contract price is unit-price based, with bidders required to submit a Schedule of Values identifying costs for each line item. An asphalt cement adjustment allowance of $15,000 is included to account for monthly price fluctuations. Contractors must provide a 5 percent bid bond, performance and payment bonds equal to the contract price, and maintain General Liability insurance of $1,000,000 per occurrence/$2,000,000 aggregate, Motor Vehicle Liability of $1,000,000 combined single limit, and Workers' Compensation per New Hampshire statute. The City reserves the right to substitute work, add additional work, reject any or all bids, waive defects, and modify the contract terms. The contract is governed by New Hampshire law, and disputes are initially resolved through negotiation and ENGINEER decision before potential Board of Public Works review or court proceedings. Retainage of 10 percent is held until 50 percent completion, after which no further retainage is withheld if work quality is satisfactory. No set-asides for disadvantaged business enterprises are specified, though the City encourages DBE participation.
