NOTICE OF PROPOSED SOLE SOURCE PROCUREMENT

REQUEST FOR INFORMATION (RFI)

SALT LAKE COUNTY

Notice #: HR30426

The Division of Contracts and Procurement has received a request to purchase from a “sole source” vendor. If, for any reason, any party does not agree that this sole source purchase is applicable, please email the contact person for Salt Lake County Contracts and Procurement Division prior to the “Comments Due Date:” indicated below:

Title: Software as a Service (SaaS) – Job Description Software Solution

SOLE SOURCE JUSTIFICATION

Sole source procurement is appropriate when goods or services are only available from a single vendor; when the most important consideration is the standardization or compatibility of equipment, materials, technology, software accessories, replacement parts, or service; where transitional costs are unreasonable or cost prohibitive; or if it otherwise qualifies under County Ordinance 3.20.030.

Currently SLCo manages all job descriptions through a manual time-intensive process prone to human errors. Moving to a job description software will provide version control, workflow efficiency and time savings. Currently SLCo utilizes the Payscale product of

PayFactors for compensation pricing. Utilizing the Job Description Management (JDM) module of the same product will allow for integrations with the market pricing tools creating a seamless review of the job descriptions and market analysis. While other job description software exists in the market, many are standalone programs or will not allow for simple integration with other products used by HR, creating potential for errors due to some manual processes remaining. If integration is possible it is costly and not guaranteed to create the efficiencies County is seeking to create by implementing a software solution. Allowing a sole source option will save time with implementation this year with the budget amount approved. Going through an RFP Process will take too much time given the timeline and budget and will likely result in a higher cost product, creating a situation in which County is unable to implement a solution. With this sole source County can match the contract terms in place with Payscale, allowing for the potential to complete a RFP process in the future for all products, rather than each one separately.

Proposed Standardization/Sole Source Provider: Payscale
