This is a Request for Proposal (RFP) issued by Helper City, Utah, for the review and update of the municipality's municipal code. The City seeks qualified contractors to modernize its code to ensure compliance with current state laws and regulations, address evolving community needs, enhance accessibility, and support growth and development. The RFP was made available on February 13, 2026, at 8:00 AM, with proposals due by March 2, 2026, at 4:00 PM via email submission to communityadministrator@helpercity.gov with a copy to recorder@helpercity.gov. Interested parties may submit written questions no later than 3:00 PM on February 24, 2026, directed to Cole Stapley at cstapley@helpercity.gov. One digital PDF copy of the proposal must be submitted; proposals submitted after the deadline will be rejected.

Bidders must provide qualifications, relevant experience on similar projects, high-level process information including stakeholder identification and engagement levels, technical support and training capabilities, and pricing in either line-item format with descriptions or a "Not to Exceed" amount. Evaluation will be based on a 100-point scale: applicant qualifications and references (25 points), previous work experience and familiarity with Helper City facilities (15 points), project understanding and approach (25 points), technical support and training abilities (15 points), and overall project costs (20 points). Cost points will be calculated using a formula wherein the lowest proposal receives 100 percent of available cost points, with other proposals receiving proportional points based on their cost variance from the lowest bid. Helper City reserves the right to interview respondents, request additional information, select a subset of recommended services, order written changes within scope, and suspend work as needed. All proposal preparation costs are the responsibility of the respondent, and proposal contents become the property of Helper City.
