About this file

This is a Notice of Proposed Sole Source Procurement Request for Information (RFI) issued by Salt Lake County, Utah through its Division of Contracts and Procurement, specifically the Salt Lake County Health Department. Salt Lake County seeks to procure opioid prevention services through the Murray Chamber of Commerce for its Murray Partners 4 Prevention Coalition. The services involve the allocation and administration of Community Readiness Assessment (CRA) funding to support prevention and early intervention efforts targeting communities with high overdose rates. The notice was issued on April 30, 2026, with comments due by May 7, 2026 at 1:00 p.m. Mountain Time. Interested parties must submit comments directly to the contact person, Bibi Whitehead, at bwhitehead@saltlakecounty.gov. No formal bidders' meetings or site visits are mentioned in the notice.

The estimated cost for this procurement is $100,000. Salt Lake County justifies the sole source procurement on the grounds that the Murray Chamber of Commerce is the only organization that administers and supports the Murray Partners 4 Prevention Coalition, and no alternative provider exists that can deliver these services without fundamentally altering the Council-approved program structure. The funding derives from opioid settlement funds that Salt Lake County Council formally approved for distribution to qualifying community coalitions serving areas with high overdose numbers and rates. Murray ranks among the top five Salt Lake County communities meeting these criteria. Because the Chamber is a non-governmental entity, an interlocal agreement is not available as a contracting mechanism, making the sole source approach necessary for compliance with the approved funding plan. All documents submitted in response to this RFI will be treated as protected records initially but may become public upon contract execution or after two years if no contract is executed.

NOTICE OF PROPOSED SOLE SOURCE PROCUREMENT

REQUEST FOR INFORMATION (RFI)

SALT LAKE COUNTY

Notice #: HEA043026

The Division of Contracts and Procurement has received a request to purchase from a “sole source” vendor. If, for any reason, any party does not agree that this sole source purchase is applicable, please email the contact person for Salt Lake County Contracts and Procurement Division prior to the “Comments Due Date:” indicated below:

Title: Opioid prevention services in alignment with Council-approved proposal (Murray)

SOLE SOURCE JUSTIFICATION

Sole source procurement is appropriate when goods or services are only available from a single vendor; when the most important consideration is the standardization or compatibility of equipment, materials, technology, software accessories, replacement parts, or service; where transitional costs are unreasonable or cost prohibitive; or if it otherwise qualifies under County Ordinance 3.20.030.

Salt Lake County received opioid settlement funding and, through its Human Services Department, developed and submitted a detailed proposal to the Salt Lake County Council outlining the intended use of these funds. This proposal included the allocation of Community Readiness Assessment (CRA) funding to community coalitions that serve communities with high overdose rates to support prevention and early intervention efforts.

The Council formally reviewed and approved this proposal, including the designation of CRA funding to communities with high overdose numbers and rates. While the Murray coalition was not specifically identified by the Council, Murray ranks among the top five Salt Lake County communities that have both high numbers of overdoses and a high overdose rate and therefore qualifies for the intended funding.

The majority of these coalitions are administered by other local government entities, allowing Salt Lake County Health Department (SLCoHD) to distribute funds through interlocal agreements in accordance with County policy. However, one of the identified coalitions, the Murray Partners 4 Prevention Coalition, is uniquely housed within the Murray Chamber of Commerce. Because the Chamber is not a governmental entity, an interlocal agreement is not an available contracting mechanism. Furthermore, the Chamber is the sole organization that administers and supports the Murray Partners 4 Prevention Coalition, and no alternative provider exists that can deliver these services to this specific coalition without fundamentally altering the Council-approved program structure.

As the use of opioid settlement funds must align with the Council-approved proposal, SLCoHD is required to fund qualifying community coalitions. Procuring these services through a competitive process is therefore not feasible, as no other vendor can provide direct access to or administration of this established coalition.

For these reasons, the Murray Chamber of Commerce is the only viable provider for delivering CRA-related services in Murray. A sole source procurement is therefore being sought to ensure compliance with the goals of the approved funding plan.
