About this file
This is a Notice of Proposed Sole Source Procurement Request for Information (RFI) issued by Salt Lake County's Division of Contracts and Procurement in Utah. Salt Lake County seeks to procure opioid prevention services from Spy Hop Productions as the sole source provider for delivering Community Readiness Assessment (CRA) related services to the Central 9th Youth Coalition. The notice was published on April 30, 2026, with comments due by May 7, 2026, before 1:00 p.m. Mountain Time. No bidders' conferences or site visits are mentioned in the documentation. Comments should be submitted directly to the contact person, Bibi Whitehead, at bwhitehead@saltlakecounty.gov, rather than through Utah Public Procurement Place.
The estimated cost for this sole source procurement is $100,000. The sole source justification is based on the unique arrangement whereby the Central 9th Youth Coalition is housed within Spy Hop Productions, a non-governmental entity, making interlocal agreements unavailable as an alternative contracting mechanism. Salt Lake County received opioid settlement funding and developed a Council-approved proposal designating specific coalitions to receive CRA funding; Spy Hop Productions is identified as the only organization that administers and supports the Central 9th Youth Coalition, and no alternative provider can deliver these services without altering the Council-approved program structure. Competitive procurement is not feasible as no other vendor can provide direct access to or administration of this established coalition. Documents submitted in response will be treated as protected records under the Utah Governmental Records and Access Management Act until contract execution or two years from the RFI issuance date, whichever occurs first.

NOTICE OF PROPOSED SOLE SOURCE PROCUREMENT
REQUEST FOR INFORMATION (RFI)
SALT LAKE COUNTY
Notice #: HEA042826
The Division of Contracts and Procurement has received a request to purchase from a “sole source” vendor. If, for any reason, any party does not agree that this sole source purchase is applicable, please email the contact person for Salt Lake County Contracts and Procurement Division prior to the “Comments Due Date:” indicated below:
Title: Opioid prevention services in alignment with Council-approved proposal (Spy Hop)
SOLE SOURCE JUSTIFICATION
Sole source procurement is appropriate when goods or services are only available from a single vendor; when the most important consideration is the standardization or compatibility of equipment, materials, technology, software accessories, replacement parts, or service; where transitional costs are unreasonable or cost prohibitive; or if it otherwise qualifies under County Ordinance 3.20.030.
Salt Lake County received opioid settlement funding and, through its Human Services Department, developed and submitted a detailed proposal to the Salt Lake County Council outlining the intended use of these funds. This proposal included the allocation of Community Readiness Assessment (CRA) funding to a set of specifically identified community coalitions to support prevention and early intervention efforts.
The Council formally reviewed and approved this proposal, including the designation of specific coalitions to receive CRA funding. The majority of these coalitions are administered by other local government entities, allowing Salt Lake County Health Department (SLCoHD) to distribute funds through interlocal agreements in accordance with County policy.
However, one of the identified coalitions, the Central 9th Youth Coalition, is uniquely housed within Spy Hop Productions. Because Spy Hop is not a governmental entity, an interlocal agreement is not an available contracting mechanism. Furthermore, Spy Hop is the sole organization that administers and supports the Central 9th Youth Coalition, and no alternative provider exists that can deliver these services to this specific coalition without fundamentally altering the Council-approved program structure.
As the use of opioid settlement funds must align with the Council-approved proposal, SLCoHD is required to fund the Central 9th Youth Coalition as identified. Procuring these services through a competitive process is not feasible, as no other vendor can provide direct access to or administration of this established coalition.
For these reasons, Spy Hop Productions is the only viable provider for delivering CRA-related services to the Central 9th Youth Coalition. A sole source procurement is therefore being sought to ensure compliance with the approved funding plan.
