NOTICE OF PROPOSED SOLE SOURCE PROCUREMENT

REQUEST FOR INFORMATION (RFI)

SALT LAKE COUNTY

Notice #: HEA031126

The Division of Contracts and Procurement has received a request to purchase from a “sole source” vendor. If, for any reason, any party does not agree that this sole source purchase is applicable, please email the contact person for Salt Lake County Contracts and Procurement Division prior to the “Comments Due Date:” indicated below:

Title: Quarantine and Isolation Services to Prevent and Minimize the Spread of Communicable Diseases Within Salt Lake County

SOLE SOURCE JUSTIFICATION

Sole source procurement is appropriate when goods or services are only available from a single vendor; when the most important consideration is the standardization or compatibility of equipment, materials, technology, software accessories, replacement parts, or service; where transitional costs are unreasonable or cost prohibitive; or if it otherwise qualifies under County Ordinance 3.20.030.

This sole source request is to continue working with the Fourth Street Clinic, to continue a partnership to support efforts to prevent and reduce the spread of communicable disease within the community.

One strategy to achieve this objective is through quarantine and isolation (Q&I) measures when individuals have been exposed to, or diagnosed with, a communicable disease.

In certain circumstances, individuals may require temporary alternative accommodations and supportive services in order to safely complete recommended quarantine or isolation. Fourth Street Clinic (FSC) has been identified as the most effective community partner to assist in meeting this need due to its established infrastructure, experience providing quarantine and isolation support, and ability to coordinate both clinical and non-clinical services for individuals requiring assistance.

FSC is an established community partner well positioned to support Q&I needs within Salt Lake County. FSC serves as a comprehensive resource hub, particularly for individuals experiencing homelessness, and is able to provide both clinical and non-clinical services in addition to information and referral. FSC has demonstrated experience providing quarantine and isolation services within Salt Lake County and maintains a strong working relationship with the Salt Lake County Health Department that would require significant time and resources to replicate. Leveraging this established partnership allows the Health Department to efficiently respond to Q&I needs across the community, including priority populations such as individuals experiencing homelessness, and ensures individuals can access the care, support, and resources necessary to maintain and promote public health.
