About this file

This is a Performance Work Statement (PWS) for the relocation of a Giant Voice Remote Terminal Unit (RTU) at Hanscom Air Force Base, Massachusetts, prepared by the 66th Air Base Group Communications and Information Division.

The contractor shall relocate one Giant Voice RTU from the penthouse area of building 1108 to spare office space on the 3rd floor of the same building. The RTU is one of six units comprising the base-wide ATI Mass Alert system controlled by two Central Control Units (REACT 5000s). The contractor must provide all specialized labor, materials, tools, equipment, and supervision required to safely power down, physically transport, reinstall, and reintegrate the system to Full Operational Capability (FOC). Key tasks include conducting comprehensive site surveys of both locations, performing a controlled power-down, transporting the RTU and associated components, installing and securing the chassis, powering up the system, and completing operational testing and diagnostic checks. The contractor must handle all radio frequency cabling, network connections, power configurations, and grounding systems, and determine cable requirements and lengths needed to connect from the penthouse antenna to the new 3rd floor location while minimizing insertion loss. The contractor must also coordinate with Hanscom's Civil Engineering team regarding electrical outlet installation requirements and verify that the 3rd floor location meets all electrical and power specifications. The Period of Performance runs from 01 August 2026 to 31 July 2027, with actual equipment relocation expected within one business day during Week 4, following site survey and plan development in Weeks 1-3 and final testing and documentation in Weeks 5-8. Normal operating hours are Monday through Friday, 7:30 am to 4:30 pm eastern time, excluding Federal Holidays, though emergency support may be required outside normal hours. Contractor personnel require Common Access Card, Real ID, U.S. passport, or valid passport and visa for base access and must comply with Force Protection Condition procedures and security policies. Deliverables include a Master Project Schedule (due 7 days after award), Pre-Installation Site Survey Report (15 days after award), Cutover/Migration Plan (10 days prior to move), Post-Installation Test Report (5 days after move completion), and Final Walkthrough and System Acceptance documentation (upon successful system test). All reports and products are government property with unlimited rights. The Government will provide access to resources including cable conveyances, interfaces, zoning approval, necessary permits, and Civil Engineering approvals.

Period of Performance. 01 August 2026 to 31 July 2027. While the actual execution of the move is expected to be completed within one (1) business day, the total contract PoP needs to allow for administrative prep and scheduling the downtime window.

Weeks 1-2: Conduct site survey and develop the Cutover/Migration Plan in parallel.

Week 3: Submission and approval of the Cutover/Migration Plan.

Week 4: The actual execution of the move.

Weeks 5-8: Final testing, troubleshooting, and submission of As-Built documentation.

Scope:

Scope. Relocate one (1) Giant Voice (GV) Remote Terminal Unit (RTU) from the penthouse area of building 1108 to the spare office space on the 3rd floor of building 1108. This RTU is one of six RTUs that are part of the base-wide ATI Mass Alert system, which is controlled by two Central Control Units (REACT 5000s).

Services. The Contractor shall provide all specialized labor, materials, tools, equipment, and supervision required to safely power down, physically transport, re-install, and re-integrate the system. The objective is to ensure the RTU is restored to Full Operational Capability (FOC) in the new location. This includes the proper handling of all associated radio frequency (RF) cabling, network connections, power configurations, and grounding systems, as well as conducting comprehensive post-move testing and optimization to verify system integrity.

Conduct a comprehensive site survey of both the existing (penthouse) and future

(3rd fl) locations.

Provide Hanscom LMR manager with a list of precise requirements for the relocation such as power needs to accommodate the new location.

• What is the required AC and/or DC operating voltage range?

• What are the electrical power outlet installation requirements? Need this to submit to Hanscom’s Civil Engineering team for the outlet installation to be completed.

• The HPSS Siren and Outdoor Speaker Unit and antenna will remain in its current position, only the RTU will be relocated. Determine what cables are needed and their lengths to run to the new 3rd floor location.

Perform a controlled power-down of the RTU.

Transport the RTU and all associated components from the penthouse floor to the

3rd floor.

Install and secure the RTU chassis in the designated wall area in building 1108

3rd floor.
