About this file
This document is a Performance Work Statement (PWS) for the FY24 SCOO Data Center Cleaning Service at Hanscom Air Force Base.
The PWS defines the requirements for a contractor to perform specialized cleaning of the computer room floors (sub and raised), racks, and common areas in Buildings 1435 and 1624 at Hanscom AFB. The work includes vacuuming, damp mopping, stripping, cleaning, and waxing the floors, as well as cleaning the exterior surfaces of equipment and infrastructure components. The contractor must use HEPA filtration vacuums and static dissipative floor finish. All work must be completed within 60 days after award. The total square footage of the areas to be cleaned is approximately 4,612 square feet across the four server rooms. The project manager is Mark Franzoni. This PWS is associated with Solicitation Number F2B0BB4131AW01 for the Data Center Cleaning Service, issued by the Department of the Air Force Materiel Command Lifecycle Management Center at Hanscom AFB.

Areas to be Cleaned:
• All equipment within Building 1435 Server Rooms: 105, 114 and 115 o Racks will be cleaned within, atop and rear of servers will be vacuumed o Flooring (Sub and Raised) will be vacuumed o Flooring (Sub and Raised) will be damp mopped o Flooring (Raised) will be striped, cleaned and waxed according to manufacture specifications
• All equipment within Building 1624 Server room: 114B o Racks will be cleaned within, atop and rear of servers will be vacuumed o Flooring (Sub and Raised) will be vacuumed o Flooring (Sub and Raised) will be damp mopped o Flooring (Raised) will be striped, cleaned and waxed according to manufacture specifications
Requirement:
Note: All work requires trained technicians
Exterior Surfaces of Equipment and Environment Precision Cleaning:
• Technicians will safely clean, using lint free, micro-fiber cloths and a non-residue surface cleaner designed for technology environments
• HEPA filtration vacuums with a grounded electrical system will be used when removing contaminants from the equipment surfaces where needed mailto:mark.franzoni
3 | P a g e
• The exterior surfaces of server cabinets, intake and exhaust fans, telecommunication racks, shelving, stand-alone equipment, black plastic cable management frames and accessible surfaces of rack or shelf mounted equipment will be carefully cleaned
• Exterior surfaces of support equipment such as AC units, ladder racks, overhead cable trays, containment systems and PDU’s removing all smudge marks, residue and dust build up
• Server infrastructures components, common areas and support equipment e.g., tables, racks and exterior of storage areas within the rooms, doors, exit signs and wall mounted hardware will be cleaned
• Cleaning solutions are high performance designed for data centers, zero-residue, anti-static, non-toxic, non-abrasive and contains no alcohol or ammonia
Reconditioning the Surface of Raised Floors:
• Technicians will vacuum the entire surface of the floors, including under the equipment with a HEPA filtration vacuum removing any particulate build-up
• A low-speed revolution floor scrubber containing an interference-suppressed motor will be used to deep clean and restore the surface of the floors
• Utilize safety signs within the room and use minimum amount of water during this process.
• Areas not accessible with the floor scrubber will be hand cleaned
• Tape marks, glue build-up, paint and ground in dirt will be removed from the surfaces, perimeters, and base molding
• Safely damp mop with low lint mops, fiberglass mop handles, removing any remaining surface contaminates
• Accessible floor tiles will be neutralized, eliminating any static electricity build-up with a non-conductive solution
• All products will be static dissipative floor finish to protect the surface of the floor from an accumulation of electrical charges. Floor finish should be specifically designed for ESD flooring
• Chairs, carts, and boxes moved during the service will be returned to their original location.
• Floor tiles will be realigned to ensure proper fitting within grid – to the best of abilities
Decontaminating Under the Raised Floor:
• The fire suppression system will be disabled by the Government prior to cleaning under the raised floor
• Technicians will vacuum the entire surface area of the raised floor with a HEPA filtration vacuum prior to lifting any floor tiles removing any loose particulates
• Carefully remove four to ten raised floor tiles at a time – passage for workers, fire egress and safety for personnel must be available at all times throughout the process. Once cleaned, the floor tiles will be replaced to the same configuration which they were in the floor grid
• The entire under-floor surface slab will be HEPA vacuumed. Carefully cleaning around any cables, wires, sensors, piping, and fire suppression systems. This is to ensure that there are no service interruptions
• Remove any construction debris, large clippings, cable ties, loose metal hardware, etc. and dispose of properly
• Where accessible, HEPA vacuum under equipment with a vacuum crevice tool to remove any dust build-up
• Clean all floor perforated floor tiles and replace to the same configuration

• All floor pedestals, stringers and underfloor components will be hand cleaned
• During the underfloor cleaning service, no hardware will be moved or lifted to access the underfloor cavity
• NOTE: There are many CAT5 and CAT6 copper cables and Fiber cabling are on the floor and not in a management system, great care needs to be given to not step on or damage
