About this file
This document is a Notice of Proposed Sole Source Procurement Request for Information (RFI) issued by Salt Lake County, specifically involving the Facilities Management Division. The RFI seeks to engage CGL Companies, Utah LLC for Phase 2 of the SLCo Adult Detention Center Master Plan Update, with a Notice Start Date of September 4, 2025, and comments due by September 11, 2025, before 1:00pm MDT. The project stems from an initial master plan and facility condition assessment study conducted in 2023, which was originally used to inform a ballot bond for the 2024 election that did not pass.
The proposed sole source procurement is valued at an estimated $60,000 and is justified by CGL Companies' existing comprehensive knowledge of the county's criminal justice systems, prior data collection, and familiarity with agencies involved. The update is necessitated by 2025 legal changes affecting jail operations, internal county service delivery modifications, and preparations for potentially reintroducing the jail bond on the 2026 ballot. Salt Lake County argues that bringing in a new vendor would require significant time and resource investment to recreate methodologies and databases, making CGL Companies the most efficient and cost-effective option for completing the master plan update.

BACKGROUND
Starting in 2023, CGL Companies was awarded the contract to conduct a master plan and facility condition assessment study for the Sheriff's Office at the Adult Detention Center, Oxbow Jail, and Sheriff's Office Building. That information was used to help inform and put together the ballot bond for the 2024 election. Subsequently the bond did not pass and the county has been making a determination on how they wanted to proceed going forward with the needs at the jail.
In 2025, changes to the law resulted in several changes to how the jail operates and processes offenders. The county has also had internal changes in how they wish to deliver criminal justice services along with a desire to put the jail bond back on the ballot for 2026. Ongoing discussions are in play on how to deliver these services in an effective manner throughout the county. It is important that the most up to date information and analysis is available to decision makers as they consider all aspects of delivering criminal justice services. They determined part of that effort will require an update to the master plan in relation to the recent changes and concepts originally presented in the first study.
CGL Companies spent a significant amount of time researching, analyzing and interpreting gathered data for the development of the master plan document. Their knowledge and history with the master planning effort places them in an important position to deliver an update to the master plan in a timely and efficient manner. Bringing another entity on board would require significantly becoming familiar with the workings of the county, Sheriff, and other agencies involved with criminal services. The original methodologies and databases would have to be created and started in order to obtain the needed information. This would take longer than the requested time frame in which to complete the work. Not only would time be a consideration but also costs. These studies are time intensive studies are time intensive requiring significant labor to produce the data which CGL has already invested in and would be able to capitalize on for the update.
Describe in detail what is unique about this product/service to justify a sole source:
The service is tailored specific to data and material developed and put together by CGL Companies during the initial master plan. A new company would be required to bring their own effort to research and develop data adding to the time frame for completion. CGL already has the processes in place, are familiar with the agencies involved, and would be ready to supplement their existing data in a timely fashion. Any other company would be starting from scratch without the benefit of a years worth of information and data gathering.
Could the good or service be reasonably modified to allow for competition? Explain in detail:
No. Because the processes for data gathering are unique to each entity, we would only be stating the required scope of work leaving the methodology to each company. The difference comes in the time and effort involved developing, researching, and gathering their own data and interpretations that CGL would already have in place from the original study. It would be hard to make labor an equalizing factor.
Explain the market research performed to make the sole source recommendation.
No specific research was conducted as this is a service requiring labor and skills in interpreting and summarizing gathered data. Knowing that CGL has processes in place, is familiar with the agencies involved, has much of the base data, and would be able to respond quickly indicates their anticipated costs and turn around time would be an advantage against other competitors.
