1. PURPOSE AND PROCUREMENT AUTHORITY
East Hollywood High School (EHHS) is a Utah public charter school. This Invitation for Bids is intended to procure construction services for a multi-use sports court and playing surface. EHHS intends to award the contract to the lowest responsive and responsible bidder whose bid meets the requirements of this solicitation, subject to applicable Utah law, EHHS procurement policies, funding requirements, and required approvals.
This solicitation is intended to be administered consistent with the Utah Procurement Code, Title 63G, Chapter 6a, applicable Utah Administrative Code procurement rules, applicable construction licensing and bonding requirements, and other laws and regulations applicable to the project. If a provision of this solicitation conflicts with applicable law, the law controls.
EHHS reserves the right to reject any nonresponsive bid, reject any or all bids when permitted by law, cancel or amend the solicitation, waive a minor informality when legally permissible, and award the contract in the best interest of the school.
2. BID PERIOD, QUESTIONS, AND SITE TOURS
The solicitation will be open from September 1, 2026 until September 11, 2026 at 5:00 p.m. Mountain Time. Bids received after the deadline may be rejected as late.

Bidders should not rely on verbal statements to modify this solicitation. Any material change to the solicitation will be made in writing by EHHS and, when appropriate, issued as an addendum to all known prospective bidders.

The contractor shall comply with applicable building, electrical, accessibility, fire/life-safety, stormwater, occupational safety, and other requirements applicable to the work.
The contractor shall notify EHHS of any site condition that materially affects cost, schedule, safety, drainage, or constructability before proceeding with affected work.
9. SITE CONDITIONS AND PRE-BID INVESTIGATION
Bidders are encouraged to conduct a site visit before submitting a bid. The bidder shall review site access, existing grades, drainage, utilities, adjacent improvements, fencing, available work areas, staging, and other conditions that could affect performance. Bidders shall include in their base bid all reasonably foreseeable costs necessary to complete the work based on the conditions reasonably observable before bidding.
10. SCHEDULE
The bidder shall provide a realistic project schedule. EHHS's priority is completion within the agreed schedule while maintaining the quality and safety expected of a public school facility.
