About this file

This is a Solicitation/Contract/Order for Commercial Items (Standard Form 1449) issued by the Health Resources and Services Administration (HRSA) for Parent Blanket Purchase Agreements (BPAs) for CICP Life Care Planners. The solicitation (Reference Number 75R60225Q00179) is a Request for Quote (RFQ) for commercial services with a NAICS code of 541990 and a small business size standard of $20M. The BPA will have one 12-month base period and four 12-month option periods, with a maximum BPA value of $249,999.00 and individual call order thresholds between $100 and $10,000.

The contractor will provide life care plans for individuals with serious physical injuries from covered countermeasures, with specific qualification requirements for life care planners (Certified Life Care Planner or Certified Nurse Life Care Planner) and vocational counselors. The solicitation uses a trade-off evaluation method where technical factors are more important than past performance, and past performance is more important than price. Quotes are due by September 10, 2025, at 10:00 AM Eastern Time, with technical and price proposals submitted separately. Offerors must include detailed information about their understanding of the requirement, technical approach, personnel qualifications, management plan, and organizational experience.
