About this file
This document is a federal contract incorporating provisions, clauses, and specific requirements by reference and full text for a defense acquisition subject to Defense Federal Acquisition Regulation Supplement (DFARS) requirements.
The contract incorporates numerous FAR and DFARS provisions and clauses covering standard federal contracting requirements including representations and certifications (small business status, Buy American compliance, debarment checks, tax liability), employment compliance (veterans preference, workers with disabilities, human trafficking prevention, employment eligibility verification), payment procedures (electronic funds transfer via Wide Area WorkFlow—WAWF), and various prohibitions (inverted domestic corporations, covered defense telecommunications equipment, hexavalent chromium, ozone-depleting substances). The contract requires Item Unique Identification (IUID) marking and reporting for delivered items with unit acquisition costs of $5,000 or more using two-dimensional data matrix symbology compliant with ISO/IEC 16022 standards. Contractors must report IUID data elements through Material Inspection and Receiving Reports using WAWF or direct submission to the DoD Item Unique Identification Registry. The contract mandates contractors register in the System for Award Management (SAM) and use WAWF for electronic payment request submission with specific document types based on contract type (cost vouchers, invoices, receiving reports, progress payments, or performance-based payments). An ombudsman has been appointed for AFGSC (Air Force Global Strike Command) acquisitions to facilitate resolution of offeror concerns prior to protest procedures. Subcontractors must flow down applicable IUID and WAWF requirements for commercial items. The document provides routing data requirements and definitions for WAWF submission fields including Pay Official, Admin, Inspect By, and various Ship/Accept locations utilizing Department of Defense Activity Address Codes (DoDAAC).
