About this file
This document contains the Questions and Answers (Q&A) related to a Request for Proposals (RFP) issued by the State of Florida, Department of Management Services' Division of State Group Insurance (Department) for Group Dental Insurance. The RFP seeks proposals for three dental plan options: Indemnity with Preferred Provider Organization (PPO), Standard PPO, and Preventative PPO, all on a fully insured basis. The Department intends to make a single award, but reserves the right to award to one or multiple Respondents. The RFP does not include pre-paid DHMO plans. The Department provided details on the current dental plans, including enrollment data, historical premiums, and certificates of coverage. Respondents are required to submit proposals by the due date, and the Department will evaluate and make an award determination.
The Q&A document also addresses pricing and enrollment questions, performance guarantees, and the requirement to use the provided census data. The Department confirmed that the current "grandfathered" dental plans are outside the scope of this RFP. Respondents are not permitted to negotiate the terms of the RFP, and the Department will not provide a new census or extend the response deadline.

A Performance Guarantee of this nature could drive the winning carrier to deny claims that would have been otherwise approved just to satisfy meeting the decision deadline and therefore impact employee and dependent satisfaction and out of pocket expenses.
Would the State consider replacing it with the current claims approval PG which was worded as:
(See below of the prior Performance Guarantee.)
15 Attachment B Tabs B1, B2, B3
We noticed the enrolled lives listed on each tab of “Attachment B – Price Sheet” are the same across all three plan options when current enrollment varies between plans based on the Census file provided. As a result, each plans pricing is scored and weighted exactly the same even though the actual enrollments are significantly different.
Attachment B: Form B4 (Total Blended Rate), is used to account for variances.
